    ABOUT THIS EMERGENCY APPOINTMENT:
    The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Economic Opportunity is seeking qualified candidates to fill a Human Services Administrator II vacancy.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance. Those who successfully pass the assessment will be considered for permanent appointment to Human Services Administrator II.

    This assessment will be weighted 100%.

    Essential Job Functions

    • Works with appropriate Federal, State (e.g. GO-Biz), and local Departments and Supervisorial Districts to coordinate business attraction activities and support program concepts, goals, and implementation. Manages relationships with firms and small businesses seeking to expand or locate in LA County.
    • Interprets program policies and concepts for department staff, other County departments, and other agencies, special interest groups, and individuals in the community regarding business and labor attraction and including variety of incentives and opportunities. Supervises the analysis and interpretation of State regulations and the preparation of directions and instructions for new or revised regulations. Develop documents outlining County assets and promotional materials.
    • Assesses regional labor market and business information to identify and develop job opportunities and viable career pathways for workers experiencing barriers to employment.
    • Directs research and studies to determine the effectiveness and need for modifications in business attraction program policies and program activities and implementation.
    • Develops, coordinates, and supports countywide business engagement.
    • Develops measures and metrics to be tracked via the Customer Service Relationship Management system for overall reliable evaluation of the Business Engagement strategy.
    • Directs the analysis and formulation of recommendations of proposed changes in County, State and Federal legislation with respect to business attraction, expansion, retention and other place-based local economic development strategies.


    Requirements

    MINIMUM REQUIREMENTS:

    Two years of experience in an *administrative, **management, or ***highly responsible ****staff capacity at the level of *****Human Services Administrator I.

    You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    *Administrative capacity is defined as experience in assignments analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.

    **Management Capacity: Performs formulation and execution of policies in the operation of major segments for the mission of the organization. Accountable for setting organizational policies and objectives, developing and approving the course of action for the organization, and controlling the organization through supervision of subordinates who direct various units.

    ***Highly Responsible: Staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter.

    ****Staff capacity is defined as work that includes assisting and supporting administration by doing research, analysis, and making recommendation to line managers on matters such as, utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives.

    *****Human Services Administrator I is defined as experience in directing the provision of income maintenance or social services in a geographical area, for supervising a social service program unit, or for performing highly specialized staff functions.

    DESIRABLE KNOWLEDGE AND SKILLS:

    Experience evaluating labor market information, business intelligence, and industry reports and developing business engagement strategies based on that evaluation.

    Experience developing key performance indicators and directives for program partners and analyzing program performance.

    Experience with business customer relationship management and lead generation, product or service sales/marketing, and developing business engagement strategies.

    Experience conducing market research, implementing economic development strategies included but not limited to business attraction, economic and workforce incentives, site selection, international trade.

    Experience with presentation development, public speaking, and event organizing.

    LICENSE:

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS 2:
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    EXAMINATION CONTENT:

    Before the end of your temporary work assignment a Performance Evaluation weighted at 100% will be completed. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
