The JobLand Use Services is seeking two highly motivated and experienced professionals to join our team in key leadership positions as
Land Use Planning Managers* in the Current Planning Division and the Long-Range Planning Division. These positions shape the future of land use planning, balancing both short-term development needs and long-term strategic growth.
Land Use Planning Managers will be responsible for managing planning activities that impact the community’s growth, development, and environmental sustainability. They will oversee the processing of development applications, plan reviews, and the preparation of long-term planning documents and studies that guide future policy and land use decisions.
Key Responsibilities may include:
- Leadership & Management: Lead and manage the Current Planning and Long-Range Planning Sections, ensuring efficient operations and alignment with division goals.
- Development Application Processing: Oversee the processing of development applications and ensure compliance with zoning codes, specific plans, and environmental regulations.
- Policy and Ordinance Development: Develop and implement long-term planning documents, policies, and municipal ordinances on various topics, including the Local Hazard Mitigation Plan, General Plan, and Housing Element updates.
- Project Coordination & Collaboration: Work closely with internal departments, external stakeholders, and the public to coordinate development projects, ensuring compliance with relevant regulations and community goals.
- Strategic Planning & Analysis: Conduct research and analysis on planning issues, and provide recommendations for land use policies and regulations that support sustainable development and address emerging challenges.
- Compliance & Timeliness: Ensure that development projects and planning initiatives are processed in a timely, efficient manner while maintaining compliance with all applicable regulations and planning standards.
- Community Engagement: Engage with community members, developers, and local organizations to ensure planning initiatives align with the needs of the community.

CONDITIONS OF EMPLOYMENT

Minimum RequirementsCandidates MUST meet the Education and Experience requirement to qualify.
EDUCATION: A Bachelor’s degree from an accredited college or university in Planning, Urban Studies, Environmental Studies, or closely related field.
Note: Degrees completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at the college/university accredited by an accrediting association recognized by the United States Department of Education.
--AND-- EXPERIENCE: Five (5) years of progressively responsible experience in urban/regional planning and community development, two (2) years of which must have been in a supervisory or lead capacity. Experience must include extensive work with General Plans, Specific Plans, Development Codes, land use planning, entitlement, and environmental analysis; managing projects, consultants, and teams, and monitoring project budgets.
Desired QualificationsThe
ideal candidate will have a comprehensive understanding of land use planning and environmental analysis, entitlement experience, advance planning project experience, stakeholder outreach, and strong experience in a California public agency. Knowledge of the California Environmental Quality Act (CEQA) is a must. Strong writing, critical thinking, and decision-making skills are essential. Experience with Geographic Information Systems (GIS) is highly desirable.
