    DEFINITION
    Conducts highly complex professional audits of law enforcement operations which includes investigations, programs, procedures, records, and other related areas, and prepares comprehensive reports on audit findings.

    CLASSIFICATION STANDARDS
    Positions allocable to this class are located in the Sheriff Department and are responsible for managing and conducting highly complex performance audits relating to law enforcement operations. This classification acts as a project manager and is distinguished by its role in providing technical guidance to assigned investigative teams comprised of sworn personnel. Positions are responsible for providing independent and objective reviews and assessments of the organization's law enforcement investigative operations, practices, policies and procedures, focusing on high-risk areas and its compliance to policies and procedures; determining whether internal controls are adequate to address inherent risks within administrative and operational processes to comply with applicable laws, policies, procedures, and professional standards.

    Incumbents must have extensive knowledge of performance audit standards, including Generally Accepted Auditing Standards and have familiarity with public sector benchmarking and performance measurement concepts.

    Essential Job Functions

    Evaluates risks within assigned audit areas and recommends revisions and/or expansions to audit programs.

    Plans, administers, and conducts audit field work for assigned projects, ensuring the audit objectives are accomplished according to the established audit work plan.

    Develops audit work plans that include preliminary surveys, risk assessments, approach and methodology for gathering and testing work product. Derives statistical samples from populations to adequately represent findings and recommendations of results.

    Identifies areas with deficiencies in internal controls, conflicting policies, and best practices.

    Plans, conducts, and reports results of performance audits according to recognized Generally Accepted Government Auditing Standards.

    Conducts comprehensive audits and develops objectives to improve the efficiency, effectiveness, and/or compliance of the Sheriff Department's programs, operations, and records for adherence to applicable laws, regulations and policy and procedures.

    Ensures each audit considers the Department's strategic and performance goals and objectives, mission, creed, and core values.

    Works with sworn personnel to collect, analyze, and interpret data to measure performance while safeguarding confidential data and information obtained during the audit process.

    Interviews department personnel and gathers evidence to support and ensure audit results are appropriate and sufficient.

    Recommends improvements for compliance to increase the overall effectiveness of department procedures, as well as administrative and operational processes.

    Prepares and submits detailed, complete, objective, and timely reports of audit results for management and executive review.

    Presents audit results to department executive staff and the Office of Inspector General.

    Drives to various locations throughout Los Angeles County to perform field work.

    Requirements

    MINIMUM REQUIREMENTS

    A Bachelor's degree* from an accredited college or university AND either:

    OPTION I: Two years ofauditing experience in law enforcement operations conducting performance, compliance, operations, or program audits in accordance with professional auditing standards in a law enforcement agency.

    OPTION II: Three years of professional auditing experience, with a high degree of independence and knowledge, in a governmental agency conducting complex management, performance, financial, and compliance audits according to professional auditing standards.

    ALL APPLICANTS MUST MEET THE EDUCATION REQUIREMENTS AT THE TIME OF FILING IN ORDER TO BE CONSIDERED FOR THIS EXAMINATION.

    LICENSE
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION


    *In order to receive credit for the required degree, you MUST include a legible copy of the official transcripts, official degree, or official letter from the accredited institution which shows the areas of specialization at the time of filing, or within seven (7) calendar days from the date of filing your online application.     SUPPLEMENTAL QUESTIONNAIRE
    As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait three (3) months from the date of the disqualification in order to reapply.

    EXAMINATION CONTENT
    This examination will consist of two (2) parts:

    PART I
    A computerized multiple-choice test covering knowledge of Generally Accepted Government Auditing Standards (GAGAS) and reading comprehension weighted 40%.

    IN ACCORDANCE WITH CIVIL SERVICE RULE 7.19, THE MULTIPLE-CHOICE TEST IS NOT REVIEWABLE BY CANDIDATES.

    CANDIDATES MAY BE INVITED TO PARTICIPATE IN PART I AND PART II. HOWEVER, ONLY THOSE THAT ACHIEVE A PASSING SCORE OF 70% OR HIGHER IN PART I WILL HAVE PART II SCORED. CANDIDATES WHO DO NOT COMPLETE BOTH PARTS ON THE SAME DAY WILL BE DISQUALIFIED FROM THE EXAMINATION.

    PART II
    A Written Response Interview (WRI) covering project management, planning and organizing, application of professional auditing standards, analysis and decision making, computer applications, interpersonal skills, and written communication skills weighted 60%.

    CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.

    TRANSFER OF TEST COMPONENTS
    • Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.
    • This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.
    TESTING ACCOMMODATION

    VETERANS CREDIT


    If you served in the military and were honorably discharged, you may qualify for Veteran’s Credit. To receive this credit, please include a copy of your DD214 Form issued by the branch of service with your application for review.


    ELIGIBILITY INFORMATION
    The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of six (6) months following the date of promulgation. Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY SIX (6) MONTHS.

    SPECIAL INFORMATION

    SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH.
    Examples of disqualifying factors include: Any felony convictions, job related misdemeanor convictions: certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation.

    ZERO TOLERANCE POLICY IF HIRED
    The Los Angeles County Sheriff's Department (Department) has a "zero tolerance" policy for its employees for the following:
    • use of narcotics, controlled substances, and/or prescription drugs without a prescription.

    Any employee found in violation of this policy will be subject to discharge.
