DEFINITION:Performs difficult legal work in representing the Board of Supervisors, the County and its departments/agencies on legal issues and in litigation involving complex issues of administrative, public agency and civil law.
CLASSIFICATION STANDARDS:These journey level positions are allocated only to the Office of the County Counsel. Deputy County Counsel positions are characterized by and responsible for assignments involving a full range of matters involving complex issues, the resolution of which have the potential to negatively impact the County's programs, policies or operations or might result in serious monetary losses. Candidates are expected to demonstrate strong written analytical skills, legal knowledge, and act independently under general oversight and direction. In addition, incumbents must possess the ability to appear in federal and state court, and administrative hearings.
Essential Job FunctionsRepresents the County of Los Angeles in the defense of workers' compensation claims before the California Workers' Compensation Board, the California Court of Appeals and the California Supreme Court.
Provides legal advice to County departments concerning complex workers' compensation matters, including but not limited to, return-to-work, temporary disability, salary continuation, and permanent disability.
Oversees services provided by outside contract law firms that represent County of Los Angeles in defense of workers' compensation claims. Approves contract law firms request for payment of attorney fees.
Drafts proposed legislation and opinions relating to workers' compensation related issues as requested by the Board of Supervisors and County departments.
Works with County third party administrators on the resolution of workers' compensation claims to ensure County employees receive the benefits they are entitled to in a timely fashion.
Confers with attorneys, County officials and other interested parties for the purpose of obtaining information relative to the preparation of assigned cases, legal opinions, and contracts.
Conducts legal research by utilizing on-line services such as Sullivan on Comp, Westlaw & Lexis-Nexis, materials in the law library, and other treatises in order to advise County staff regarding workers' compensation matters.
Analyzes written medical and legal documents; confers with witnesses, experts, investigative personnel and others for the purpose of obtaining relevant information relating to the litigation of such matters.
Engage in and advance the Diversity, Equity, Inclusion, and Antiracism mission of the Office of the County Counsel.
RequirementsSPECIALTY REQUIREMENTS / TRAINING AND EXPERIENCE:Three years of full time experience practicing workers' compensation law in the State of California.
LICENSE:*Admission to practice law in all courts of California.
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS: Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Additional InformationDESIRABLE QUALIFICATIONS:- Experience representing County departments or other public entities in workers' compensation matters.
- Experience handling litigated claims that require application of Labor Code Section 3212 et seq. and Labor Code Section 4850
- Additional points will be granted for experience beyond the Specialty Requirements.

EXAMINATION CONTENT
This examination will consist of an evaluation of experience and desirable qualifications based on application information, weighted 100%.
Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.
ELIGIBILITY INFORMATION
The names of applicants receiving a passing grade in the examination will be placed on the Eligible Register in the order of their score group for a period of six months following the date of promulgation.
Applicants will be processed on an as received basis and promulgated to the Eligible Register accordingly.
No person may compete for this examination more than once every six months. VACANCY INFORMATION
The resulting Eligible Register for this examination will be used to fill vacancies throughout the Office of the County Counsel.
Passing this examination and being placed on the Eligible Register does not guarantee an offer of employment.
