Summary

Now Hiring: 1102 NH-03 Contracting Professionals

Acquisition Directorate

"People. Mission. Real Results."

We just executed and obligated over $11 Billion — and we’re looking for high-caliber 1102 NH-03 professionals to keep the momentum going.

Why Join the Acquisition Directorate?

• Breadth & Impact: You will touch every part of the FAR and DFARS. Our portfolio includes traditional contracts, Other Transaction Agreements (OTAs), Construction, Grants, Cooperative Agreements, FFRDCs, and a wide range of innovative acquisition authorities.

• Mission Focus: We pride ourselves on quality, value, and mission results. Every action we take directly supports the warfighter and national security priorities.

• Work-Life Balance: Flexible Work Schedules.

• Compensation & Growth:

◦ Competitive, contribution-based pay-band flexibility (NH-03) — where your salary is directly tied to your contributions and impact, not just time in grade.

◦ Exceptional opportunities for pay progression based on demonstrated contribution to mission outcomes.

◦ Tuition Assistance

◦ Student Loan Repayment Program

If you’re a seasoned contracting professional who thrives in a fast-paced, high-impact environment and wants your work to matter, this is the place for you.

About the Opportunity

The Washington Headquarters Services (WHS) Acquisition Directorate is hiring a Contract Price/Cost Analyst for its Enterprise Acquisition Policy & Strategic Initiatives (EAPSI) division at the Mark Center in Alexandria, Virginia. This is an NH-1102-03 position under the Acquisition Demonstration Project, and it is equivalent to the GS-12/13 level.

In this role, contracting officers and senior leaders will bring you their hardest proposals to take apart and price correctly. Your analysis sets the Government's negotiation position. Your recommendations on commercial item assertions can set precedent. Your guidance shapes cost and price policy across WHS.

What You Will Do

• You will evaluate prime and subcontractor cost and price proposals for new procurements, supplemental awards, modifications, and terminations, reviewing direct labor, direct material, other direct costs, overhead pools and bases, G&A, and profit.

• You will serve as the subject matter expert on commercial item determinations by testing contractor assertions against the FAR definition, which decides whether certified cost or pricing data is required.

• You will conduct market research and market analysis to determine price reasonableness and to forecast pricing trends for buying officials and senior DoD managers.

• You will build or recommend analytical tools, such as cost models and databases, to support independent Government estimates and cost realism analyses.

• You will combine technical, audit, and engineering advisory reports into a defensible Government pricing position, then develop negotiation strategies and take part in negotiations.

• You will assess the organization's cost and pricing capability, identify gaps, build training plans, deliver training within the Acquisition Directorate, and coordinate with Defense Acquisition University when needed.

• You will advise the EAPSI Director and senior leadership on the quality of price and cost reviews, and you will recommend new or revised policies where current regulations fall short.

• You will write detailed cost and price analysis reports and brief your findings clearly to executives, managers, and external stakeholders.

What You Bring

• You have expert knowledge of the FAR, the DFARS, and contract cost and price analysis principles.

• You have hands-on experience with techniques such as random sampling, learning curves, regression analysis, computerized cost models, industry averages, and weighting factors.

• You have priced complex, multiyear, or sole source procurements where there was little or no history to rely on.

• You have the financial and accounting skills to evaluate a contractor's management and financial capability.

• You can design your own analytical approach when the guidance is incomplete, and you work independently under broad direction.

• You negotiate, write, and brief with confidence.

Preferred: DAU Contracting Professional certification or FAC-C (Professional) certification.

Required: U.S. citizenship.
