This position is for a contractor support specialist providing senior-level professional services to U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM). The contractor assists the federal government in leading comprehensive infrastructure, real property, and capital investment planning initiatives. The role directly supports CBP's frontline mission infrastructure—including facilities that secure our borders, facilitate lawful trade and travel, and manage the processing of aliens, while addressing challenges associated with illegal immigration and border enforcement operations. The contractor provides analytical, technical, and operational support for complex short- and long-range capital programming, portfolio management, outyear financial spend plans, international coordination, process optimization, site evaluations, and specialized project development on behalf of federal program managers.
Responsibilities:
- Short- and Long-Range Planning, Capital Programming (CFIP & RAP) Support:
- Assists federal leads in the formulation, drafting, and annual updating of the agency’s 5-year facility plan draft, ensuring alignment with Department of Homeland Security (DHS) strategic goals and operational requirements.
- Integrates short-term planning deliverables with long-range capital strategies to bridge immediate tactical facility needs with multi-year enterprise goals.
- Supports the development, data consolidation, and tracking of the Capital Facilities Investment Plan (CFIP) and the annual Resource Allocation Plan (RAP), coordinating proposed investment schedules, out-year planning data, and project prioritization metrics across operational components.
- Outyear Spend Plan Development:
- Supports the creation, tracking, and continuous data optimization of outyear spend plans, aligning multi-million-dollar capital investment pipelines with projected budget constraints, execution milestones, and federal financial timelines.
- Assists in monitoring capital outlays, analyzing financial lifecycles, and forecasting multi-year resource allocations to support federal decision-makers in maintaining fiscal responsibility and preventing funding gaps.
- Requirements Development and Feasibility Studies:
- Facilitates comprehensive requirements development activities, translating complex operational needs from frontline components into actionable facility footprints, space matrices, and technical specifications
- Participates in feasibility studies and Alternatives Analyses (AoA) for proposed real property actions, evaluating site conditions, preliminary cost estimates, constructability, and operational impacts through desk research and on-site assessments.
- SOP and Process Development:
- Leads the development of Standard Operating Procedures (SOPs), workflows, templates, and governance frameworks for OFAM planning operations, feasibility assessments, donations acceptance pipelines, and congressional response tracking.
- Standardizes documentation and operational processes to enhance enterprise-wide efficiency, ensure repeatability, and maintain compliance with federal real property guidelines and DHS directives.
- Congressional Reporting and Stakeholder Documentation Support:
- Prepares, coordinates, and reviews high-visibility congressional reports, briefing packages, and budget justification materials, ensuring accurate, data-driven responses to inquiries from congressional committees regarding facility projects and capital expenditures.
- Serves as a technical liaison to internal and external stakeholders, compiling comprehensive briefing materials on long-term facility strategy and resource allocation.
- Bi-National Coordination and International Relations Support:
- Provides logistical, analytical, and documentation support for bi-national coordination and relations with international partners (such as counterpart agencies in Canada and Mexico) regarding shared ports of entry, cross-border infrastructure, and joint operational facilities.
- Assists in organizing and participating in international working groups and meetings, ensuring project documentation adheres to federal policies, treaties, and mutual strategic priorities.
