GENERAL DESCRIPTION :

Under the direction of the Texas Parks and Wildlife Department (TPWD) Infrastructure Division Deputy Director, the Design / Project Management Branch Manager Performs highly advanced (senior-level) managerial work administering the daily operations and activities within the infrastructure division. Responsible for the operations and activities of the Design / Project Management (DPM) Branch and functions according to Infrastructure Division and TPWD directives and mission. The DPM Branch supports the entire collection of capital projects and/or capital programs undertaken by the division. The capital portfolio of projects consists of two separate programs including Capital Construction and Minor Construction and may involve new development (including Centennial Parks), major repair and minor renovation projects. The branch staff serves as the project leads from inception through construction solicitation; responsible for the execution and/or coordination of all pre-construction tasks related to each project, including coordination with partner TPWD divisions for early high-level and strategic planning of projects, performing project initiation and leading the design and project management efforts on all capital construction projects, performing 'in-house' design for selected capital and minor construction projects as appropriate, and providing ongoing efficient coordination and updates to partner divisions on the status of active projects. The DPM branch staff is responsible for developing and curating project design guidelines and standards, the monitoring and tracking of design progress of minor construction program assignments, the evaluation of work output and quality, and the development and curation of a catalog of project 'prototypes' suitable to address recurring facility needs requiring similar design solutions. The focus of the branch is the development of capital projects from earliest inception through the delivery of documents for construction solicitation, primarily via external Architectural/Engineering firms that are managed during pre-construction by the DPM staff. Upon award of a project construction contract, the project lead role shifts to the Infrastructure Field Operations Branch, with continued support from the DPM staff. The DPM Branch Manager collaborates with fellow Branch Managers, the Infrastructure Portfolio Manager, other senior managers, executives and major stakeholders as necessary to help establish strategic plans and objectives for the division. Working closely with the Portfolio Manager and senior leadership from other TPWD divisions, the DPM Branch Manager will help anticipate the type and volume of upcoming capital work and subsequently assign staff to enable efficient and timely project delivery to the Field Operations Branch for construction. The Branch Manager is responsible for the integration and implementation of consistent project management methodologies within the branch for effectively communicating with fellow Branch Managers and the Portfolio Manager for the purpose of continuously reviewing, updating and optimizing the timely delivery of projects and ensuring compliance with changing organizational strategies, budgets, goals and objectives. Direct reports are the Architectural and Engineering Program Managers, the Minor Construction Program Manager, the Survey Program Manager and senior special projects design staff as assigned. The DPM Branch Manager is responsible for providing professional mentorship, direction and management to ensure the team of Design Project Managers are deployed in the most advantageous and efficient manner, and for the management of the branch budget. The DPM Branch Manager is a critical member of the Infrastructure Division's senior leadership team, and must remain in regular, candid and professional communication with his/her fellow Branch Managers (Contracting, Administration/Finance, Field Operations and Operational Programs and Policy) to ensure project teams are functioning at their highest potential. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university, with a Bachelor's degree in Engineering, Architecture, Landscape Architecture, Construction Management, or related field.

Experience :

Ten years of experience in the supervision and project management of real property construction, which may include building facility, utility, and road construction projects.

Ten years of experience as a practicing licensed Architect, Engineer or Landscape Architect.

Five years of experience directly managing a combination of Registered Architectural, Engineering or Landscape Architectural Project Managers.

Experience in public speaking and presentations.

NOTE: Experience may have occurred concurrently.

Licensure :

Must possess a current and active Architecture, Engineer, or Landscape Architect license issued by a US state licensing board or recognized international equivalent and be able to obtain reciprocal licensure in the State of Texas within 18 months of hire.

Must possess or be able to obtain, within 30 days of employment, a valid Class 'C' Texas driver's license.

Note: Retention of position contingent upon obtaining and maintaining required license and certification.

ACCEPTABLE SUBSTITUTIONS :

Education :

One additional year of construction and/or project management experience may substitute for thirty semester hours of the required education up to a maximum substitution of 120 semester hours.

PREFERRED QUALIFICATIONS :

Experience :

Experience relating specifically to planning and design phase management of projects and managing Architectural and Engineering consultants or subconsultants.

Experience in administrative processes, personnel management, budgeting, scheduling, cost estimating, total quality management, team building and organizational development.

Three (3) years serving in leadership/management role in a governmental or pseudo-governmental setting (city, state, regional mobility authority, river authority, etc.)

Licensure :

Current Project Management Professional (PMP) certification, as issued by the Project Management Institute.

KNOWLEDGE, SKILLS, AND ABILITIES :

Knowledge of engineering and/or architectural principles, practices, methods, and project management systems and processes.

Knowledge of construction management techniques, building operations, energy using technologies and Leadership in Energy and Environmental Design (LEED) principles.

Knowledge of a personal computer, associated technology and various software including, but not limited to MS Office Suite, MS Teams, MS Project, PDF file viewers/editors (Bluebeam), cloud-based software (SharePoint, Procore, etc.).

Knowledge of applicable general codes, regulations and professional standards of care in the design and construction industry.

Skill in using various methods and operational requirements needed for the planning, design and construction of a wide variety of facilities.

Skill in supervising professional staff with varying degrees of experience and expertise.

Ability to maintain a high level of competence and research new methods and procedures to enhance the division's ability to provide services in a more efficient and professional manner.

Ability to establish and maintain effective work relationships.

Ability to develop long-range plans for highly technical programs and to measure achievement of established goals.

Ability to use independent judgment.

Ability to effectively communicate both in writing and verbally with associates, the public, appointed and elected officials, and the private sector.

Ability to persuade or motivate external vendors and contractors, sub-contractors or internal division and department colleagues to adopt action conforming to specific goals in response to project objective.

Ability to make decisions involving major impacts on project cost and time.

Ability to build and sustain effective teams.

Ability to establish and maintain project and personnel documentation requirements.

Ability to think innovatively and work independently.

WORKING CONDITIONS :

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Required to work additional hours at peak workload periods.

Required to travel up to 10-15%, with occasional extended overnight stays, both in-state and out-of-state.

May be required to operate a state vehicle.

Must conform to TPWD dress and grooming standards, work rules and safety procedures.

Required to comply with the non-smoking environment in State buildings and vehicles.
