We're looking for a current King County employee to join the Wastewater Treatment Division (WTD) Systems Engineering Team as an Engineer IV, Operational Technology (OT) Cybersecurity Engineer, playing a vital role in supporting our regional OT based Industrial Control System (ICS) across multiple facilities, including three Wastewater Treatment plants.

About the Role:

This position will oversee the cybersecurity posture of WTD's Industrial Control System (ICS). You'll guide and participate in the development of cybersecurity policies, manage the selection of security tools and monitoring solutions, lead disaster recovery, help mature incident response planning, and review system changes to identify emerging risks. You'll also support capital and system improvement projects, identifying and addressing cybersecurity risks during design and implementation.

As a working engineer, you'll maintain, configure, support, and upgrade the systems, software, and applications that keep the ICS platforms running.

Across WTD's treatment plants and remote sites, you'll partner with other systems engineers to ensure coordinated, secure operations across the regional OT network. You'll also provide technical supervision of junior cybersecurity engineers.
About The Team:

King County's Wastewater Treatment Division (WTD) depends on its Systems Engineering Team to ensure the seamless operation of its Industrial Control System (ICS) across a diverse, geographically distributed network. The team manages WTD's OT infrastructure, supporting the safe and efficient delivery of wastewater services.

With a footprint spanning five treatment plants and nearly 100 offsite facilities, the team provides countywide support for infrastructure reliability, application performance, and cybersecurity. Its work safeguards ICS environments against emerging threats, keeps system documentation and standards current, and sustains reliable operations at every facility.

Job Duties

What You Will Be Doing:

  • Oversee WTD's OT cybersecurity posture, driving continuous improvement and maturity of the OT cybersecurity program
  • Guide and participate in the development of cybersecurity policies, lead disaster recovery planning and testing, contribute to incident response planning, and review system changes to identify emerging security risks
  • Support capital and system improvement projects, identifying and addressing cybersecurity risks during design and implementation
  • Maintain, configure, support, and upgrade OT/IT systems, software, and applications supported by the Systems Engineering Team
  • Partner with other systems engineers and provide technical supervision of junior cybersecurity engineers to ensure coordinated, secure OT infrastructure operations


Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Bachelor’s Degree in Information Technology, Cybersecurity, or a combination of education, certifications, and experience that clearly demonstrates the ability to perform the specified job duties
  • Advanced knowledge of IT/OT related cybersecurity principles and best practices (e.g., access control, vulnerability management, secure configuration)
  • Proven track record supporting Emerson Ovation's Distributed Control System (DCS), associated Ovation applications and security suites, and other ICS control systems
  • Demonstrated experience representing the Systems Engineering Team on complex capital projects and leading system improvement initiatives
  • Experience administering Windows Active Directory environments, including identity and access management, Group Policy Objects, and server/workstation hardening

Working Conditions:

  • Work Location: West Point Treatment Plant - 1400 Discovery Park Blvd, Seattle, WA 98199
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible
  • Union Representation: This position is represented by Local 117 WTD
