This position requires strong knowledge of Army contracting processes, service contracting, acquisition documentation, and pre- and post-award contract administration.The ideal candidate has experience supporting service requirements using a variety of contract types, including Firm-Fixed-Price (FFP), Time-and-Materials (T&M), and cost-reimbursement contracts. The analyst will work closely with government contracting, program management, technical, legal, and financial personnel to support acquisition planning, contract execution, and contract administration activities.Key ResponsibilitiesProvide acquisition and contracting support throughout the pre-award and post-award lifecycleAssist government customers in defining, refining, and documenting acquisition requirementsDevelop, review, and coordinate acquisition and contract requirements packagesPrepare and review Statements of Work (SOWs), Performance Work Statements (PWSs), Independent Government Estimates (IGEs), market research, acquisition plans, and related documentationSupport acquisition planning and strategy development for service contract requirementsSupport contract actions involving Firm-Fixed-Price (FFP), Time-and-Materials (T&M), cost-reimbursement, and other applicable contract typesSupport solicitation, evaluation, award, funding, modification, and contract administration activitiesPrepare, review, and coordinate contract modifications, funding actions, scope changes, and other acquisition documentationReview acquisition packages for completeness, accuracy, and compliance with applicable policies and regulationsCoordinate contract actions with Contracting Officers, Contract Specialists, Contracting Officer Representatives (CORs), program managers, legal counsel, financial personnel, and technical stakeholdersMaintain and track acquisition and contract information within Procurement Integrated Enterprise Environment (PIEE), Procurement Contracting File (PCF), and other applicable Army systemsMaintain contract files, schedules, trackers, SharePoint repositories, and program status informationPerform contractual, financial, schedule, and programmatic analysis as requiredParticipate in acquisition planning meetings, contract reviews, Integrated Product Teams (IPTs), and recurring program status meetingsProvide recommendations regarding acquisition strategies, contract execution, and process improvementsRequired QualificationsBachelor's degree in Business Administration, Acquisition, Contract Management, or a related field10 or more years of experience supporting federal or Department of Defense acquisition, contracting, procurement, or contract administrationStrong working knowledge of Army contracting processes and the federal acquisition lifecycleDemonstrated experience supporting service contractsExperience with multiple contract types, including Firm-Fixed-Price (FFP), Time-and-Materials (T&M), and cost-reimbursement contractsExperience developing, reviewing, or coordinating acquisition and contract requirements packagesExperience supporting both pre-award and post-award contract actionsWorking knowledge of FAR, DFARS, and applicable Army acquisition policies and proceduresExperience using Procurement Contracting File (PCF), Procurement Integrated Enterprise Environment (PIEE), or similar DoD acquisition systemsAbility to coordinate effectively with contracting, program management, technical, legal, and financial stakeholdersProficiency with Microsoft Office Suite and SharePointStrong written and verbal communication skillsStrong organizational skills and the ability to manage multiple priorities in a fast-paced environmentActive Secret clearance or the ability to obtain and maintain one - Must be a US CitizenPreferred QualificationsExperience supporting U.S. Army or other Department of Defense acquisition organizationsExperience supporting Army Contracting Command (ACC), Army Materiel Command (AMC), DEVCOM, PEOs, or Project Management OfficesDAWIA or Defense Acquisition University certification in ContractingContracting Officer Representative (COR) certification or prior COR experienceExperience with additional DoD acquisition, contract administration, or financial management systemsExperience preparing or reviewing acquisition documentation such as CDRLs, J&As, evaluation criteria, or security requirementsExperience supporting complex service contract requirementsOffset Strategic Services, LLC is an Equal Opportunity Employer and is committed to providing equal employment opportunities to all qualified applicants and employees.
