About Our OpportunityThe Board of Voter Registration and Elections of York County, SC is hiring a full-time (40 hours weekly), non-exempt Voter Services Coordinator to join our team. The purpose of this position is to perform technical work in the area of precinct planning, mapping, implementation and maintenance of all current and proposed York County Precincts. Also performs technical work involving the operation of Elections system and Geographical Information System (GIS) programs which includes gathering, updating, interpreting geographic data, planning, implementation and management of geographical information system projects.
Projected Salary Range/Grade 107: $16.95 - $20.34, salary is determined based on experience and education.
Work Schedule: Monday - Friday, 8:00 am -5:00 pm; occasional evenings and weekends depending on operational needs.During peak election time, it is not uncommon for this position to work 70 or more hours per week in the weeks leading into and immediately following major elections.
Duties and Responsibilities:
•Creates new precincts and determines definable precinct boundaries by identifying and evaluating critical growth areas, population density, and spatial data within the county.
•Converts existing maps or develops maps using coordinate geometry: creates, exports, imports, maintains, and edits files and feature classes within ArcView program.
•Prepares and maintains accurate geographic data for voter registration to ensure correct voting combination assignments.
•Researches and pinpoints potential polling locations; evaluates suitability for voting purposes and American with Disabilities Act compliance.
•Researches street and road locations using GIS mapping; researches and processes annexations, street additions, and changes using GIS mapping and 911 GEO system.
•Creates maps, layers, and overlays as requested by the department director.
•Maintains and ensures compliance with the federal Uniformed and Overseas Citizens Absentee Voting Act balloting and maintains tracking through Electronic Voting Accessibility Tool, Voter Registration and Election Management System, and spreadsheet management.
•Uses spatial data such as voter addresses, census data, land use plans, subdivisions, and other population change indicators to assess population growth as electoral factor through geocoding of voter registration data.
•Downloads absentee reports and sends them to an off-site company for ballot mailing. Researches and tracks absentee ballots using online tracking system. Scans and files processed voter registration forms per retention policy.
•Receives and records absentee ballot requests; issues proper ballots; and assists with coordination and oversight of absentee precinct.
•Receives and processes walk in, mail in, and state agency voter registration applications and changes: determines eligibility as prescribed by law and ensures proper assignment of voters to correct precincts and districts; prepares and mails voter registration cards.
•Interacts, communicates, and assists various groups including voters, general public, poll managers, candidates, media, other county staff; receives and responds to public inquires, requests, and complaints.
•This position will be required to drive county vehicles to attend training as necessary, as well as drive a county vehicle to pick up nightly vote materials from early voting locations during early voting periods.
•Performs related work as assigned.
Minimum Education and Experience:
•Associate's Degree in Communications, Emergency Management, GIS, Planning, Zoning and or other relevant fields.
•Three (3) years of experience with GIS related systems such as ESRI Enterprise ArcGIS Platform Applications (ArcGIS Desktop and ArcGIS Pro), AutoCAD and supporting software packages and databases; or an equivalent combination of education, training and experience.Special Certifications and Licenses:
•Must complete South Carolina Voter Registration and Elections Certification program.
•Notary Public or the ability to obtain.
•Requires state driver’s license Applicants with equivalent experience and/or education may be considered.
Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Longevity Allowance
Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Parental Leave
Employees that have been employed at least 12 months with the county may be eligible for up to 30 days of parental leave immediately following the birth, adoption or placement of a legal dependent child.
Bereavement Leave
Three (3) days of bereavement leave for the death of an immediate family member, which includes a spouse, parent, grandparent or child.
Annual Leave
Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.
Earning Rate for Full-Time Employees
Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve month period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve-month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.
Sick Leave
Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.
Earning Rate of Sick Leave
Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

Training:
Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives. Training topics may include driver training, CPR/first aid, communication, supervisor training, workplace violence, substance abuse, and various computer related classes.
