ACWA JPIA is an award-winning risk pool serving California’s public water agencies. We are proud of our supportive, collaborative workplace and are excited to welcome a new Underwriting Manager to our Employee Benefits team in Roseville, CA.

A strong candidate may come from property, liability, workers’ compensation, employee benefits, or another public entity pooled insurance program. The successful candidate will understand underwriting, risk pooling, self-insurance, governance, financial stewardship, member service, and program management. The JPIA’s benefits broker and other professional partners will provide specialized expertise in areas such as plan design, actuarial analysis, market strategy, and complex benefits technical matters.

 

What You’ll Do:

  • Lead and develop the Employee Benefits team, fostering a culture of integrity, innovation, collaboration, continuous improvement, and exceptional member service.
  • Oversee underwriting activities and program performance, including risk and financial evaluation, member applications, renewals, contribution and rate development, enrollment and claims data, and utilization trends.
  • Evaluate and collaborate with brokers, consultants, carriers, administrators, and other partners on funding, pricing, coverage, risk management, contractual performance, cost, and overall program strategy and value.
  • Provide strategic guidance and underwriting recommendations to executive leadership, the Employee Benefits Program Committee, and member agencies while ensuring consistent application of underwriting standards, participation requirements, program policies, and applicable regulatory requirements.

This position is located in Roseville, CA, and is full-time, 40 hours per week, with hours from 7:30am to 4:30pm, Monday through Friday. Remote work up to two days per week. Flexible work hours might be available.

 

Job Requirements

Minimum Qualifications

Bachelor’s Degree from an accredited college or university in business administration, public administration, risk management, insurance, finance, or closely related field; AND five (5) years of progressively responsible experience in public entity risk pooling, underwriting, risk financing, insurance program administration or closely related field including experience with Employee Benefits, or comparable insurance programs.

OR Ten (10) years of progressively responsible experience in these areas.

Three (3) years of the required experience must have been in a supervisory or management capacity.
