Salary Range: $5,173-$7,914 per month

About the Neighborhoods & Community Services Department

The Neighborhood Services Department works to support safe, vibrant, and thriving communities across the city. The department focuses on protecting residential properties, addressing nuisance concerns, and improving quality of life through a proactive, community-centered approach. By partnering with neighborhood and community leaders, the team uses data-driven strategies to identify issues, coordinate solutions, and connect residents with city and community resources.

In addition to these core efforts, the department serves as a key service hub for residents and businesses. It provides direct customer support through the 311 Call Center, ensuring residents can easily access information and request City Services. The department also supports economic vitality through small business assistance offered by the BizCare Division, while promoting public safety and compliance through Animal Services enforcement provided by the Animal Services Division and alcohol licensing managed by the Regulated Industries Division. Oversight of short-term rental licensing further helps maintain neighborhood stability, and dedicated illegal dumping enforcement and cleanup efforts enhance cleanliness and livability.

The Office of Environmental Quality drives the city's sustainability policies and ensures that municipal operations comply with local, state, and federal environmental laws. It plays a crucial role in reducing the city's carbon footprint and advancing climate action planning.

Emphasizing collaboration, engagement, and prevention, the department brings together community support, regulatory services, environmental stewardship, and responsive customer service to strengthen neighborhoods and enhance overall community well-being.

Responsibilities

What You'll Do:

• Designs, implements, and manages environmental programs, policies, and initiatives to reduce or eliminate environmental impacts and promote sustainability.
• Evaluates environmental conditions and concerns related to chemical handling, waste disposal, regulatory compliance, natural resource protection, sustainability, climate change, and other environmental issues.
• Conducts environmental audits, assessments, inspections, and investigations to ensure compliance with applicable environmental regulations and standards.
• Advises internal and external clients on environmental regulations, policies, procedures, and best practices.
• Partners with governmental agencies, community organizations, businesses, and other external entities to develop and implement environmental protection and sustainability initiatives.
• Researches environmental regulations, industry standards, emerging technologies, and best practices to support program development and compliance efforts.
• Develops recommendations and solutions to address environmental concerns and improve environmental performance.
• Oversees or performs environmental remediation activities to mitigate contamination and restore environmental systems.
• Coordinates and participates in hazardous chemical incident response activities and related environmental emergency response efforts.
• Monitors environmental programs and projects to ensure effectiveness, regulatory compliance, and achievement of established goals and objectives.
• Prepares technical reports, environmental studies, plans, permit applications, and other documentation related to environmental programs and projects.
• Collects, analyzes, and interprets environmental data to support decision-making, regulatory compliance, and program development.
• Coordinates project teams and stakeholders involved in environmental initiatives and compliance activities.
• Exercises independent judgment in planning work, managing projects, and making technical environmental decisions.
• Reviews environmental operations, policies, procedures, and activities to ensure compliance with applicable laws, regulations, and City requirements.
• Develops and implements strategies to protect natural resources, improve environmental quality, and advance sustainability objectives.
• Presents findings, recommendations, and project updates to management, stakeholders, regulatory agencies, and the public as required.
• Maintains records and documentation to support environmental compliance, program administration, and regulatory reporting.
• Performs related duties requiring comparable professional environmental knowledge and skills.

Qualifications

REQUIRES:

• An accredited Bachelor's degree in an environmentally related field such as environmental science, and related physical and life sciences, environmental engineering, and related engineering specializations, environmental law and related legal specializations; environmental studies and related management, environmental planning and related urban planning specializations, environmental education, environmental policy, sustainability, and 2 years of experience as an environmental, natural resources, climate change, or sustainability professional OR an equivalent combination of qualifying education and experience.
• Must possess a valid State-issued driver's license in accordance with the City of KCMO policies.
• May be required to pass a preemployment drug screen.

Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
