THE DEPARTMENT The Finance Department plays a vital role in supporting the City of Menifee by managing the City’s budget, financial reporting, payroll, and day-to-day fiscal operations. The team ensures public funds are used responsibly, transparently, and in compliance with all local, state, and federal requirements. From preparing the annual budget and overseeing audits to processing payroll, vendor payments, and Finance provides essential services that keep every City department running smoothly. The department also maintains the City’s Qualified Bidders List, assists new vendors, and offers easy public access to financial reports and sales tax information, helping build trust and accountability throughout the community.
THE POSITION
Under general supervision, performs a variety of complex paraprofessional accounting duties in the preparation, maintenance, and processing of accounting records and financial transactions, including payroll, accounts payable, and accounts receivable; maintains City financial accounts and records and assists in the preparation of financial reports and analysis; provides responsible technical accounting support to professional staff in the Finance Department; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Finance Manager or Finance Director. May exercise technical and function direction over to lower-level staff.
CLASS CHARACTERISTICS
This is the advanced journey-level and para-professional class in the Accounting Technician series. Employees perform the full range of technical work in all of the following areas: payroll, accounts receivable, and accounts payable, in addition to performing a wide variety of record-keeping, reconciliation, and account support activities. Employees at this level are distinguished from the Accounting Technician II and Accounting Technician I by the level of responsibility assumed and the complexity of the work assigned. Employees perform the most complex and responsible types of duties assigned to the class series, exercising a high level of independent judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Key Responsibilities
- Financial Record-Keeping & Reporting: Maintains financial accounts, ledgers, registers, and journals according to established policies; posts, balances, and adjusts manual and computerized financial records. Assists in preparing monthly, quarterly, and year-end financial reports.
- Payroll & Timekeeping: Coordinates timekeeping activities and maintains automated employee attendance and payroll records. Calculates, reviews, and processes payroll documents, changes, adjustments, and warrant registers.
- Accounts Payable & Receivable: Verifies, posts, and records financial transactions. Researches invoices, matches purchase orders, sets up new vendor accounts, tracks invoices, prints checks, and reconciles credit card accounts. Invoices projects with negative balances and inputs daily cash receipts and general journal entries.
- Budget & Compliance Monitoring: Monitors department expenditures against budget accounts to ensure up-to-date fund balance accuracy, researches discrepancies, and prepares adjustment requests. Prepares final warrant registers and checks reports for City Council ratification.
- Customer Service & Support: Responds to vendor inquiries, confers with city departments regarding requisitions and purchasing procedures, and provides high-level customer service to the public, vendors, and staff.

EDUCATION AND EXPERIENCE Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Senior Accounting Technician : Equivalent to graduation from high school supplemented by college coursework from an accredited college leading to an Associate's Degree in Accounting or a related field and five (5) years of progressively responsible and complex accounting, payroll, and purchasing experience including some lead worker experience. A Bachelor's Degree in Accounting or a related field is highly desirable.
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

The City of Menifee is located in southwestern Riverside County approximately 30 miles southeast of the City of Riverside, California. The city encompasses approximately 50 square miles with an overall population of 91,902.
Interstate 215 traverses north and south through the center of Menifee, with existing community commercial areas located primarily along Newport, Bradley, and McCall Roads off of I-215.
Surrounding Communities
The City of Menifee includes the communities of: Sun City, Quail Valley, and portions of Romoland. The city is generally bordered on the north, west, and south by the cities of:

History of Menifee Roads
In the 1940's many of the Menifee roads that you see today were given a "family name." These names could be traced back to an early settler of Menifee who had owned a property in a specific location. The list of Menifee roads has a unique history and is a part of Menifee’s culture today.

Early Inhabitants
The area was originally inhabited by the Luiseno and Pechanga Indian tribes, and in the 1700s, the area fell under the rule of the Spanish empire. The area was eventually annexed into the United States from Mexico in 1850 under California's statehood.
Farming activity beginning in the mid-1800s was concentrated in the Menifee area. Mining activity began in the early 1880s with the discovery of a significant quartz lode by miner Luther Menifee Wilson. Menifee derived its name from that mining operation.
Early Development
Early development of the City of Menifee began with Sun City in the early 1960s as the concept of an active retirement community that was envisioned by Del Webb, a major building contractor from Phoenix, Arizona. Sun City is centrally located within the City of Menifee with a mix of residential and commercial activity.
The Menifee area began to grow further in 1989 with the master-planned community of Menifee Lakes and continues to be one of the fastest growing communities in California. Quail Valley is a semi-rural residential community in the northwestern section of the city, and Romoland is a residential and commercial community located in the northeastern section of the city.
Schools
Elementary and middle school education in the City of Menifeeare provided by the Menifee Union School District and the Romoland School District. High school education is provided by the Perris Union High School District. The City of Menifee is also home to Mt. San Jacinto College. The Menifee campus serves the Temecula, Murrieta, and Menifee area.
Incorporation of the City
On June 3, 2008, the residents of the communities encompassing the City of Menifee voted to incorporate Menifee into Riverside County's 26th city. The new City of Menifee was officially established on October 1, 2008.
