Job Description
OverviewThe Compliance Officer receives daily assignments involving reported unauthorized use of City services and conducts on-site property inspections to verify gas and water service violations, including unauthorized usage, tampering with existing locks, water restriction violations, and other violations identified under the City of Corpus Christi Code of Ordinances Violations are documented through inspection reports, digital photographs, and other supporting evidence for enforcement actions and potential prosecution by the Legal Department
Responsibilities
• Receive daily assignments involving suspected unauthorized use or theft of City utility services
• Conduct on-site property inspections to investigate suspected water service violations and unauthorized utility usage
• Document violations through digital photographs, field notes, and other evidence to support enforcement and potential prosecution
• Issue citations and notices of violation to customers for unauthorized or improper use of City services, either on-site or by mail
• Take appropriate remediation actions to prevent continued unauthorized use or theft of City services, including locking, removing, plugging, or citing unauthorized connections or equipment
• Coordinate with City departments, including Corpus Christi Water, Code Enforcement, CCPD, and Animal Care Services, to gain access to City-owned utility equipment when access has been obstructed or impeded by property occupants
• Report observed property and code violations to Code Enforcement to assist with compliance with the City Code of Ordinances
• Identify and report suspected unauthorized use or violations involving other utility or public services, as applicable
• Enter inspection findings, enforcement actions, and supporting information into work order software or a computerized maintenance management system (CMMS), including Maximo or Infor
• Maintain accurate and timely records of property inspections, violations, citations, and case activity for management review and future reference
• Utilize the Advanced Metering Infrastructure (AMI) system to research customer accounts, review usage information, and identify potential unauthorized use or tampering
• Compile and maintain field documentation, photographs, account information, and other evidence required for legal action or administrative proceedings
• Conduct follow-up inspections and case reviews to verify that unauthorized usage, tampering, or violations have been corrected and do not continue
• Prepare and submit legal documentation required for prosecution of service violations and Criminal Mischief cases
• Maintain communication with prosecutors and provide additional case information or documentation as requested
• Distribute or mail citations and other required notices and maintain an accurate log of citations issued
• Prepare for and provide testimony in court on behalf of the City of Corpus Christi regarding theft of City services, service violations, and related enforcement actions
Position Type and Typical Hours of Work
• Non-Exempt - Full-Time - 40-hour work week
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications
• High School Diploma/GED
• Two (2) years of experience
Licenses and Certifications

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring.

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
