DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
As a Financial Analyst IV, you will provide advanced financial analysis and strategic support to the Financial Management Services Fixed Assets team. You will serve as a key advisor to leadership by providing strategic performance analysis across all HPW fixed asset activities.
RESPONSIBILITIES:
- Investigate and make recommendations for the Fixed Asset Work in Progress (WIP) category. To include but not limited to timely capitalizations in SAP, improved communication with Project Managers, WIP roll forward compilation, review, proper cost allocations for final asset structures from WIP, correct financial reporting in the Annual Comprehensive Financial Report, and external audit responses. Investigate and make recommendations for Asset and WIP Roll-Forward issues
- Prepare documents for purchase asset audit selections
- Create journal entries as needed
- Prepares, analyzes, and interprets complex operational reports to explain fluctuations in performance metrics and provides strategic recommendations to management at all levels
- Coordinates and assists with the preparation of monthly and annual KPI reports and strategic plans for assigned areas
- Directs, manages, and conducts special and ad hoc information requests; reports results of findings to immediate, middle, and senior management
WORKING CONDITIONS
The office environment is physically comfortable and has no major sources of discomfort; the individual has discretion about walking, standing, etc. There are occasional periods of stooping, bending, and be able to lift 40 pounds.
This is a Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in finance, economics, budget analysis or a closely related field are required.
Substitutions : Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

PREFERENCES
Bachelor’s or master’s degree in Accounting/Finance.
A Certified Public Account (CPA) license or a CPA candidate applicant.
Strong background and knowledge in financial statement preparation, asset management accounting, and SAP experience
Proficiency in Microsoft Office products (Excel, Word, and PowerPoint).
Strong written and verbal communication skills.
