Summary
The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Provide leadership and expert guidance to the planning, analysis, and application of a full-range of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products.Build and leverage collaborative networks within the ODNI and across the IC.Develop and implement strategies for gathering intelligence or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs.Maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas.Prepare and present written and oral briefings to senior internal and external customers on significant intelligence issues.Effectively plan, research, develop, and write high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government.Demonstrated ability to apply expert knowledge of ODNI, IC organizations, and relevant customer organizations or operations (e.g., military, policymakers, and law enforcement), in order to effectively translate their requirements and provide appropriate output or responses to meet customer needs.Extensive knowledge of IC policy and procedures and demonstrated knowledge of analytic tradecraft and ability to communicate intelligence information and judgments to generalists as well as specialists.Demonstrated analytic and critical thinking skills, including ability to think strategically.Demonstrated ability to work well across organizational lines, breaking down stovepipes, and collaborating and communicating effectively across functional and geographic lines, and across organizations.Proven ability to participate in an inclusive environment; ability to build consensus, work effectively and independently in order to clearly execute mission objectives.Demonstrated ability to plan strategically, analyze and assess initiatives, and report trends impacting mission objectives.Demonstrated familiarity with DOMEX initiatives, data science/data analysis principles and current inter-agency programs and strategic governmental initiatives/academic research within the field.Exceptional oral and written communications skills.Exceptional critical thinking skills, including an ability to think strategically.Knowledge of technical targeting and DOMEX exploitation with an advanced understanding of IC targeting workflows and operations.Experience fusing raw DOMEX with other INTs.Desired Skills Minimum 10 years of experience as an all-source or technical targeter, with experience working with exploitable digital evidence and incorporating it into disseminated products.Bachelor's degree in relevant fields. Higher levels of education are not required, but preferred.Demonstrated success independently and in multidisciplinary teams as a Targeting Analyst, Technical Targeting Officer, or All-Source Targeter.Joint duty experience with IC, DOD, and/or FLE agencies handling seized media.Extensive knowledge of the NCTC and the counterterrorism community.Experience taking a corporate approach to help establish a sustainable program.#J-18808-Ljbffr
