Human Resources Analyst
Salary range: $115,611.04 - $140,464.96 annually

What you’ll do:

This is a generalist HR Analyst position that will plan, develop, administer, and coordinate various programs in the department, which may include:
  • Recruitment and selection for City departments
  • Onboarding and initial systems set up
  • Benefits orientation and assistance
  • Leave administration
  • Training and development workshops coordination
  • Wellness and employee engagement programs
  • Research assignments and reports generation
  • Workers' compensation claims and case management
  • Offboarding and exit interviews

DEPARTMENT OVERVIEW

The Human Resources Department provides a full array of employment services in support of the needs of the City and the community at large. The Department is responsible for recruitment and retention, classification and compensation systems, workers’ compensation and employee safety, labor and employee relations, employment policies and procedures, benefits administration for active and retired employees, employee development and training, employee engagement initiatives, employee recognition activities, and maintaining positive working relationships with labor groups, staff (active and retired), and the public. The Human Resources Department also ensures compliance with federal, state, and local laws and administers programs within the City’s Memoranda of Understanding, the Personnel Rules and Regulations, and Administrative Procedures.

QUALIFICATIONS

Education/Experience :
  • A typical qualifying background would be graduation from an accredited college or university Equivalent to a bachelor’s degree in human resources management, business or public administration, or a related field.
  • Three (3) years of experience providing progressively responsible human resources support in a union environment.

Highly Desirable:
  • Experience with Tyler Technologies Munis, or a similar HR/Payroll/Finance system.
  • Experience in human resources in the public sector and/or a union environment.

This is a full-time, benefited position with the opportunity to work remotely up to two (2) days per week after the first few months. This position is an excellent opportunity for an enthusiastic professional to expand their Human Resources expertise and work on a customer service-orientated team.

Benefits

  • Retirement: CalPERS 2.5% at 55 for Classic members and 2.0% at 62 for New members; Classic members contribute 1.5% of the City’s contribution to CalPERS retirement via payroll deduction on a pre-tax basis
  • Health Insurance: Choice of CalPERS Medical plans; City pays up to 92.5% of medical premium of most medical plans
  • Dental and Vision reimbursement for employee and dependents
  • Term life and AD&D insurance policy in the amount of $100,000
  • Long-Term Disability Insurance plan pays 60% of monthly salary ($8,000 max)
  • City Health Post-Employment Retiree Reimbursement Arrangement (HRA) contribution: Employees contribute 2% of base salary per pay period, City contributes 3% of base salary per pay period into the retiree HRA, which will increase based on years of service.
  • Deferred Comp 457 matching contribution of $45 per pay period
  • Vacation leave of 10-24 days per year, based on length of service
  • Paid holidays of 14 days per year
  • Sick Leave of 12 days per year
  • Administrative leave of 80 hours per year, accrues on a bi-weekly basis

SELECTION PROCESS

All applications will be reviewed for relevant education, experience, training and other job-related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a department interview. Depending upon the number of candidates, this process may be altered. The Human Resources Director will make the final appointment.

Note: Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process. The City of Burlingame reserves the right, at its discretion, to limit the number of qualified candidates invited to the selection process.

PRIOR TO APPOINTMENT

Prior to appointment, candidates will be required to:
  • pass a fingerprint check submitted to the Department of Justice
  • pass a background investigation
  • comply with The Immigration Reform and Control Act of 1986 and provide proof of identity and authorization to work in the United States at date of hire

This position is part of the Department Head and Unrepresented Classifications and is considered "At Will." The City of Burlingame may terminate employment at any time, for any reason permitted by law with or without cause and with or without notice.
