Southern California Association of Governments (SCAG) is seeking an experienced Solutions Architect (Limited-Term) to join the Application Development and Support Department, where they will design, implement, and govern enterprise technology solutions across a diverse portfolio of applications, cloud platforms, integrations, and business systems. This role translates business needs into secure, scalable, and sustainable technology solutions while providing technical leadership throughout the solution lifecycle. The position requires hands-on technical engagement, including reviewing code, assessing vendor technical artifacts, evaluating API and integration designs, prototyping solution approaches, and troubleshooting complex application and integration issues. Working closely with business stakeholders, project teams, vendors, and technology staff, the Solutions Architect will help develop technical standards, review technical designs, guide integration strategies, support enterprise modernization initiatives, and provide oversight of vendor-delivered solutions to help ensure long-term maintainability and operational sustainability. A primary focus of this role will be helping guide SCAG's transition to a new cloud ERP platform, with responsibility for ERP integration architecture, data flows, APIs, middleware or iPaaS technologies, vendor technical design review, and sustainable support models for connected enterprise systems.

The Application Development and Support Department manages SCAG's enterprise application portfolio and supports multiple agency initiatives. The department develops, manages, tests, supports, maintains, and consults on applications that include regional metropolitan planning systems, finance and administrative support systems, and public-facing information-sharing systems. Current applications and technologies include Microsoft Great Plains (GP), WorkPlace , Enterprise BI, Microsoft CRM, custom Inter-Government Review (IGR), custom Finance Management Systems (FMS), Microsoft Dynamics 365, ESRI ArcGIS, ArcGIS Online, ServiceNow, Microsoft SQL Server, SQL Server Reporting Services (SSRS), and SQL Server Integration Services (SSIS).

In this role you can expect to

  • Lead the design and implementation of enterprise application and technology solutions that align with SCAG's strategic goals.
  • Provide technical oversight of vendor, managed service provider, and staff deliverables by reviewing technical designs, integrations, configurations,validating estimates, assessing implementation quality, tracking remediation items, and ensuring alignment with architectural standards, security requirements, long-term maintainability, and project readiness.
  • Collaborate with business stakeholders, project teams, and technical staff to translate business requirements into scalable solution architectures.
  • Develop technical designs, integration strategies, technical standards, and documentation that support enterprise applications and cloud technologies.
  • Evaluate technologies, platforms, and vendor solutions to recommend approaches that improve business processes and organizational effectiveness.
  • Provide technical leadership throughout project planning, solution design, implementation, testing, and deployment.
  • Identify technical risks and recommend mitigation strategies while promoting best practices for enterprise architecture and application development.
  • Support enterprise modernization efforts by contributing to technology roadmaps, continuous improvement initiatives, and collaborating across departments to ensure technology investments support current operational needs and future organizational priorities.
  • Perform other duties as assigned.


What you'll bring to this role

A typical way to obtain the required qualifications would be with 7 years of experience in Information Technology and a bachelor’s degree in a relevant field.

Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities may also be considered.

We’llbe a great match if you also have:
  • Hands-on experience with cloud ERP platforms such as Oracle Fusion, Workday, SAP, Microsoft Dynamics, Tyler,or similar.
  • Experience designing enterprise application architectures and system integrations.
  • Experience designing REST/SOAP API integrations, middleware,and iPaaS-based integration patterns.
  • Experience with ERP integration tools such as Oracle Integration Cloud, MuleSoft, Dell Boomi, or comparable platforms.
  • Experience evaluating vendor solutions and collaborating with implementation partners.
  • Knowledge of cloud architecture principles, API development, systems integration, and enterprise application security.
  • Experience producing architecture diagrams, technical documentation, and solution roadmaps.
  • Ability to read, write, or critically review code, scripts, SQL, and technical configurations.
  • Strong analytical and problem-solving skills with the ability to evaluate complex technical challenges.
  • Excellent written and verbal communication skills, including the ability to explain technical concepts to non-technical audiences.
  • Experience collaborating with cross-functional teams in a project-based environment.
  • Experience supporting enterprise technology modernization or digital transformation initiatives.


Supplemental Information

Insurance Coverage
Employees may choose from nine HMO and two PPO health plans administered through CalPERS. SCAG contributes the following amounts towards the monthly health premium: $850 for employee only coverage; $1500 for employee plus one dependent; $1800 for employee plus family. Employees may waive SCAG-sponsored health plans by providing evidence of other health coverage each plan year. Upon meeting eligibility requirements, employee is eligible to receive opt out amount of $200 per month, paid as taxable earnings. Premiums for dental and vision are covered 100% by SCAG. Life insurance in the amount of $50,000 is provided by SCAG. Supplemental life insurance is available at a minimal cost to the employee. Short-term and long-term disability insurance plans are provided by SCAG.

Retirement
Employees become members of the Public Employees’ Retirement System (PERS). Effective January 1, 2013, for new members of the California Public Employees’ Retirement System (CalPERS), the retirement formula is calculated at 2% @ 62 with a Three Year Average Formula. In accordance with the Public Employees' Pension Reform Act of 2013 (PEPRA), the new member will have a mandatory contribution of 7% of reportable compensation. Employees who are current members of CalPERS or an agency with CalPERS reciprocity, or who have less than a six-month break in service between employment with SCAG or in a CalPERS (or reciprocal) agency will be enrolled in the 2% @ 55 benefit formula.

Empower deferred compensation plan is available and all non-management positions receive a 50% match, up to $1,500. Employees do not pay Social Security.

Paid Parental Leave
12 weeks of paid parental leave to employees following the birth of an employee’s child or the placement of a child with an employee in connection with adoption or foster care. Employees become eligible for this benefit after 12 months of employment at SCAG.

Holidays
Employees receive 10 designated holidays and 44 hours of Personal Floating Holidays (PFH) per fiscal year, 11 hours for each full quarter worked.

Vacation Accrual
Ten to twenty days per year depending on length of service with SCAG.

0-3 years: 80 hours
4-10 years: 120 hours
11-16 years: 140 hours
17+ years: 160 hours

Sick Leave
Employees accrue sick leave at the rate of one day per month.

Flexible Spending Accounts
Tax-exempt savings plans are offered to pay for eligible expenses associated with healthcare, dependent care, and parking.

Transit Reimbursement Program
SCAG reimburses up to $230 per month for commute to the office via public transit via bus, rail, or train. Employees must commute a minimum of 8 days per month in order to receive reimbursement for monthly passes.

Flexible Time/Modified Work Week/Telework
Employees may work a modified 9-80 work schedule, with every other Friday off. SCAG offers a flexible work schedule to allow employees some flexibility on daily work hours. SCAG has developed a hybrid workforce program called Work@SCAG to provide two work model options (office and hybrid) to choose from, based on their position, within the SCAG Region.

Technology Allowance
Employees in hybrid and remote work models will receive a one-time stipend of $300 to be used for remote office setup. In addition, all employees receive a $140 monthly technology allowance to cover phone usage for business use and to offset utilities costs while working remotely.

Other Benefits
Educational assistance up to $5,250 per year is offered for qualified courses after one year of employment. Professional membership reimbursement up to $300 per year for professional associations.

Probationary Period
All non-management employees are required to successfully complete a probationary period of 2080 hours prior to achieving regular employment status.

Southern California Association of Governments

Founded in 1965, the Southern California Association of Governments (SCAG) is a Joint Powers Authority under California state law, established as an association of local governments and agencies that voluntarily convene as a forum to address regional issues. Under federal law, SCAG is designated as a Metropolitan Planning Organization (MPO) and under state law as a Regional Transportation Planning Agency and a Council of Governments.

The SCAG region encompasses six counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura) and 191 cities in an area covering more than 38,000 square miles. The agency develops long-range regional transportation plans including sustainable communities strategy and growth forecast components, regional transportation improvement programs, regional housing needs allocations and a portion of the South Coast Air Quality management plans. In 1992, SCAG expanded its governing body, the Executive Committee, to a 70-member Regional Council to help accommodate new responsibilities mandated by the federal and state governments, as well as to provide more broad-based representation of Southern California’s cities and counties. With its expanded membership structure, SCAG created regional districts to provide for more diverse representation. The districts were formed with the intent to serve equal populations and communities of interest. Currently, the Regional Council consists of 86 members.

In addition to the six counties and 191 cities that make up SCAG’s region, there are six County Transportation Commissions that hold the primary responsibility for programming and implementing transportation projects, programs and services in their respective counties. Additionally, SCAG Bylaws provide for representation of Native American tribes and Air Districts in the region on the Regional Council and Policy Committees.
