This role sits within Orica's Specialty Mining Chemicals division, supporting critical safety, security, and emergency response operations at the site.The SHES Site Security & Emergency Response Specialist is responsible for implementing and maintaining site security and emergency response programs to protect people, products, and operations. This role plays a critical role in ensuring the security of the site during both routine operations and emergency situations; while supporting compliance with corporate standards, regulatory requirements related to physical security, emergency response capabilities at the Winnemucca site, and Orica's SHES standards and aligning all behaviors with Orica's Charter Values, Purpose and Strategy.What you will be doingGeneralPromote and enforce adherence to safety, health, and environmental (SHES) standards across all site personnelFoster a proactive, self‑directed safety culture while partnering with leadership on regulatory and compliance requirementsMonitor and interpret applicable legislation and ensure site practices remain compliantIdentify potential compliance risks and develop practical, forward‑looking solutions to address gaps or evolving requirementsSafety & EnvironmentMaintain an accurate and up‑to‑date register for all decontaminated process equipment leaving the facility, ensuring compliance with regulatory and company standardsOversee and maintain site security systems, ensuring all infrastructure is inspected, functional, and compliant with applicable regulations and internal requirementsSecurityLead and manage the Site Security Team, ensuring effective day‑to‑day operations and oversight of the Personnel Access Management SystemMaintain and regularly update a register of authorized vehicles and equipment, ensuring all pre‑qualification requirements and insurance documentation are current and compliantDevelop, implement, and maintain clear procedures and guidance to ensure compliance with site security systems, regulatory requirements, and the Site Security PlanOversee and monitor security‑related investigations, providing timely updates and recommendations to site leadershipServe as the primary point of contact with local, state, and federal agencies on security matters, ensuring strong partnerships and regulatory alignmentMaintain required security training programs and ensure ongoing compliance for all relevant personnelRepresent Orica as an active member of the Local Emergency Planning Committee (LEPC), supporting community emergency preparedness effortsContractor ManagementEnsure contractor management processes align with corporate requirements and comply with applicable WHS standardsReview and verify contractor personnel pre‑qualification requirements, including onboarding, site inductions, and training recordsServe as the primary point of contact for contractor management, ensuring clear communication, guidance, and compliance across all contractor activitiesConduct contractor compliance audits as scheduled, with findings documented and addressedEmergency ResponseEnsure the Emergency Response System, including all associated infrastructure and equipment, is fully implemented, effective, and continuously improvedDevelop and maintain strong collaborative relationships with local emergency services, public safety organizations, and law enforcement agenciesPlan, coordinate, and lead emergency response training, drills, and exercises to ensure team readiness for a range of scenariosMonitor and interpret regulatory requirements related to emergency preparedness, providing timely updates and recommendations to site leadershipMetricsEmergency response exercises are conducted in accordance with established schedules and regulatory requirementsTraining is completed on time and tracked to ensure team readinessEquipment is inspected, maintained, and fully operational per defined schedulesWhat you will bringMinimum of 5 years' experience in a manufacturing or industrial environment, with a focus on security, regulatory compliance, emergency response, and incident managementStrong working knowledge of Department of Homeland Security (DHS) Chemical Facility Anti‑Terrorism Standards (CFATS) regulationsSolid understanding of security systems and emergency response programs, including familiarity with maritime regulatory requirements preferredExcellent interpersonal and communication skills, with the ability to engage effectively across all levels of the organization and with external stakeholdersDemonstrated integrity and commitment to strong ethical standards and professional conductProven ability to adapt to changing conditions and
