Overview

The Contracts/Funds Administrator (Temp) plays a crucial role in executing, overseeing, and managing contractual agreements and financial transactions within the organization. This multifaceted role requires a keen understanding of legal and financial processes, as well as excellent organizational and communication skills. The primary responsibilities include managing contracts, ensuring compliance, handling financial transactions related to funds and budgets, supporting Project Management with agenda item funding, and other duties as assigned.

Responsibilities

• Drafting, executing & monitoring various contracts, including AE, tasks orders, change orders, construction contracts and delivery orders. Responsible for advertising and distributing RFQ's and RFPs to potential vendors.

• Draft emergency contracts and amendments in consultation with the Legal Department. Ongoing responsibilities include reviewing and monitoring of active contracts.

• Ensure that the contracts have clearly defined scope of work, schedules, fees, indemnifications provisions and disclosure provisions.

• Collaborate with Engineers to prepare and maintain project budgets, ensuring ongoing accuracy and proactively addressing any potential financial challenges to prevent overruns.

• Allocate contract funds between various city departments participating in a project (e.g. water, wastewater, environmental, etc.).

• Prepares project budgets in consultation with management.

• Preparing comprehensive agenda items for Engineering Services for Council meetings, including providing funding details through Certificate of Funds (COF). Additionally, involves vigilant monitoring to ensure ongoing alignment with budgets and address any deviations.

• Preparing and reviewing invoices, managing land acquisition purchases, handling Indefinite Delivery Indefinite Quantities (IDIQ), contracts, and estimating project costs, and overseeing project close-outs.

• Monitors active contracts and warranties, ensuring compliance with financial and contractual obligations. This dynamic combination of financial oversight and contract management contributes to the success of projects.

• Prepare audit documents and consistently monitoring Certificates of Insurance (COIs) for vendor renewal. Ensures that all necessary documentation is organized for audits and stays vigilant about vendors maintaining current and compliant insurance coverage. This dual responsibility contributes to financial transparency, compliance, and risk management within the organization.

• May be asked to perform other duties as assigned

Position Type and Typical Hours of Work

• Exempt - Full-Time
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications

• Bachelor's Degree (BA/BS)

• Three (3) Years of Experience

Licenses and Certifications

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
