Summary
The California Department of Industrial Relations (DIR) is seeking an experienced executive leader to serve as its Chief Fiscal Officer (C.E.A. Level B). This executive leadership position is responsible for directing the department's fiscal operations, including budget development, accounting, cash management, expenditure forecasting, and fiscal policy. Reporting directly to the Chief Operating Officer, the Chief Fiscal Officer serves as a trusted advisor to executive leadership while representing the department on complex fiscal matters with the Legislature, Department of Finance, State Controller's Office, California Labor and Workforce Development Agency, and other key stakeholders.
This is an outstanding opportunity for a seasoned fiscal executive with extensive experience in public sector budgeting, financial management, strategic planning, and executive leadership.
Job Description
As the Chief Fiscal Officer, you will provide executive leadership and strategic oversight for the Department of Industrial Relations' fiscal operations. Responsibilities include:
- Direct the Department's Budget and Accounting Offices.
- Lead the development, preparation, analysis, and implementation of the Department's annual budget.
- Oversee accounting operations, expenditure forecasting, cash management, and financial reporting.
- Provide fiscal analysis and recommendations to the Director, Chief Deputy Director, Chief Operating Officer, executive management team, and program leadership.
- Serve as the Department's primary fiscal representative with the Legislature, Legislative Analyst's Office, Department of Finance, State Controller's Office, California Labor and Workforce Development Agency, and other control agencies.
- Review fiscal impacts of legislative proposals, departmental initiatives, and program changes.
- Direct multidisciplinary teams of managers and professional staff responsible for fiscal planning and administration.
- Ensure compliance with state fiscal policies, accounting standards, and applicable laws and regulations.
- Develop strategic fiscal policies that support the Department's mission and long-term goals.
- Represent the Department on sensitive and complex fiscal matters while maintaining collaborative relationships with internal and external stakeholders.

Required Qualifications
- Extensive executive or senior management experience in fiscal administration, budgeting, accounting, or financial management.
- Experience developing and implementing strategic fiscal goals and policies.
- Experience analyzing complex budgetary and accounting issues and presenting recommendations to executive leadership.
- Experience leading managers and multidisciplinary professional teams.
- Strong understanding of California state government budgeting and fiscal operations.
- Experience working with legislative processes and representing organizations before executive leadership or legislative bodies.
- Ability to establish and maintain collaborative relationships with state control agencies, executive leadership, and external stakeholders.
