The role ensures compliance with all statutes, regulations, and contract terms and conditions. The contract manager reports to project, department, and company leadership on the health of the assigned project(s); participates in developing and approving contracting strategies and reviews contract awards within delegated authority, generally for mid to large contracts. Duties include, but are not limited to:Manage multiple service subcontracts status and project subcontracts for multiple locationsSupport trainings on subcontracts processes for new Project Managers & program leadershipCoordinate with legal representatives on terms and conditions exceptions or issues presented by subcontractorsCollaborate with safety/ESH team on proper processes for subcontractor safety approvalConduct Peer reviews on subcontract files for anything over $150,000.00Support Weekly corporate meetings with Supply Chain managerAssist Project Controls on project processes and brief project managersOrganize service contracts to ensure timely co-terminationAdminister moderately large and complex contractsNegotiate contract terms and conditions, analyze commercial sections of proposals and technical proposal evaluations, coordinate technical scopes of work including interface with all project disciplinesParticipate in proposal development activities including preparation of required proposal response, develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or clientPerform contract management post-award activities through evaluating contractors' productivity, schedule adherence, contract change management, invoicing and claims avoidancePerform closeout of contracts, finalize outstanding contract issues, issue final modifications and invoices, and coordinate completion of contractor performance evaluationsOther duties as assignedBasic Job Requirements Accredited four (4) year degree or global equivalent in applicable field of study and one (1) year of work‑related experience or a combination of education and directly related experience equal to five (5) years if non-degreed; conduct meetings with interfacing disciplines in the support of scope or commercial term developmentBe proactive with contractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices, and supporting documents in a timely mannerProvide consultative analytical, and contract management support in the area of Contract Management for the project management, project controls, and construction management leadership and other senior leaders as required but generally reporting through a senior contracts managerProtect the Company's interests by enforcing warranties, mitigating risk, and providing oversight to project contract management teams with oversight from a senior contracts managerEnsure timely payment of contractorsManage contract processes to avoid claims and participate in the equitable settlement of claimsPerform Contractor resource survey Review contracts project set-upDevelop standard contract templates for a project, prepare Project Contract Procedures, and provide input to Project Final ReportCoordinate the timely issue/distribution/response of documents to the ContractorCoordinate/maintain control of Site InstructionsMaintain a working knowledge of the Company's Contract Management Standards, programs and goals by planning and applying Contract Management practices and procedures as established by the Company on a project site or in an office through departmental training, Fluor University® training, and the use of Fluor's knowledge management portals and communitiesPreferred Qualifications Advanced degree such as Masters in Business AdministrationStrong understanding of contracting principles and legal terms and conditionsExperience with administering the Request for Proposal/Request for Quotation (RFP/RFQ) process for contractors on heavy industrial construction projectsExperience with government contracts for Government GroupExtensive experience and knowledge in contract formation and contract administration requiredStrong working knowledge of Contract LawExperience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit priceExperience in work change and claims evaluation and negotiationAbility to create Project Specific Contract Terms and Conditions by flowing down terms from the Prime ContractExperience working with Project Management, Engineering, and Construction to develop a sound Project Execution Plan and Contract PlanExperience in the Team Contract Management approach to contracting which includes each department being responsible for a portion of the RFP/Contracting processExperience in formulating strategies for individual contractsExcellent communication skillsBenefits Statement Fluor is proud to offer a comprehensive benefits package designed to promote employee health, wellness, and financial security.
