Contracts & Budget Analyst

First 5 Alameda County is seeking a Contracts & Budget Analyst to support the Agency's contracting, procurement, budgeting , and grant administration activities. In this role, you'll work closely with program and finance staff to help manage contracts, monitor budgets , ensure compliance with funding requirements, and support financial reporting. • Assist with developing, reviewing, and managing contracts and procurement documents.
• Monitor contract and grant compliance and help ensure deadlines and requirements are met.
• Support program budget development , tracking, forecasting, and expense reconciliation.
• Prepare financial reports, budget updates , and required grant reporting.
• Review contracts for completeness, accuracy, and potential risks.
• Conduct contract compliance reviews and help coordinate contract amendments.
• Assist with fiscal year-end activities, audits, and financial reconciliations.
• Provide guidance and support to staff on contracting, procurement, budgeting , and financial processes.
• Help maintain contract, procurement and grant management systems and records.

Qualifications

Experience and Training:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Additional experience and/or education can be substituted to meet typical qualifications. A typical way to obtain the required qualifications would be:

One (1) year in contract compliance and budgeting and equivalent to a bachelor's degree in public or business administration, accounting, or a closely related field. A degree is not required and relevant experience may substitute for education requirement.

Knowledge of:

• Contract administration and procurement
• Budget development and financial tracking
• Grant and regulatory compliance
• Financial reporting and analysis
• Public sector accounting principles (preferred)
• Microsoft Office and other relevant software

Ability to:

• Analyze financial and contract information accurately.
• Prepare accurate contracts, reports and documentation.
• Stay organized and manage multiple priorities.
• Build positive working relationships across teams.
• Communicate clearly in writing and verbally.
• Interpret policies, regulations, and contract requirements.
• Exercise sound judgment and attention to detail.

Please note:

• We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested.
• All First 5 employees must live and work in California.
• The salary range for this position is $74,000 to $106,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
