THE OPPORTUNITY
The Orange County Information Technology (OCIT) - Physical Security Systems Team is seeking a detail-oriented, technically skilled individual in deploying enterprise physical security systems. The incumbent will support and administer a robust security system consisting of 2,500 readers, surveillance cameras and various intercom, intrusion and duress systems installed in over 120 facilities across Orange County. The systems are centrally managed and comprised of multiple manufacturers such as: Genetec video surveillance, Axis Cameras, Bosch intrusion, Zenitel, Aiphone intercoms and various other security control platforms.
Responsibilities and duties for this position include, but are not limited to, the following:
- Managing server environments to maintain high uptime and efficiency
- Configuring diverse system components, network controllers and panels, smart card encryption, surveillance cameras, and related security hardware
- Implementing storage capacity planning, hardware and software upgrades, patches, security, and backup/recovery
- Coordinating with clients to define needs, design systems, and specify network requirements
- Conducting monthly health check on building systems to ensure operational efficiency
- Conducting quarterly system audits to ensure system security and integrity
- Conducting quarterly audits to ensure proper agency user credentials and adjusting role base assess as needed
- Utilizing project organization management including scheduling, milestones and deliverables to achieve successful outcomes
- Traveling throughout Orange County and attending staff meetings as needed, along with performing related duties as assigned
In addition to the minimum qualifications, the ideal candidate will possess at least two (2) years of work experience in enterprise physical security systems and information technology systems administration.
A certification in one of the following is preferred but not required:
- Synergis
- Genetec
- Microsoft Office Specialist (MOS)
- Microsoft Technology Associate (MTA)
Technical Knowledge | Technical Expertise
- Developing detailed physical security system specifications such as network design, firewall requirements, server and storage infrastructure, and application requirements
- Foundational knowledge of system components such as IP-based intelligent controllers, reader panels, readers, alarm panels, encrypted smart card technology, IP-based enterprise power management systems, surveillance cameras and other related security hardware
- Understanding of relational database structure, managing application database segments, and customizing user-defined fields on database forms
- Administering Windows server and workstation operating system dependencies, application user permissions, and privileged groups
- Administering Microsoft SQL server including user access permissions and privileges, archiving, and backup and recovery
- Identifying application problems, system/network-related issues and recommending long-term technology solutions
- Collaborating and interacting with various levels of staff, including office support staff, supervisors, managers and executives
- Building collaborative partnerships with private and public Agencies, Departments, Organizations, and communities
- Working with various organizational units in order to meet the Physical Security Systems team goals and missions
Oral | Written Communication Skills
- Documenting technology systems and procedures, system architecture and parameters, database design and network topology
- Preparing and orally presenting program training and support information to various groups
- Communicating, coordinating, and collaborating with County agencies to ensure effective service delivery
- Translating and developing technical findings into clear, actionable reports and documentation for non-technical stakeholders
Possession of a California Class C Driver License is Required.

SPECIAL REQUIREMENT | BACKGROUND INVESTIGATION Part of the selection process for positions within Orange County Information Technology (OCIT) requires that all candidates undergo an extensive background investigation process, to the satisfaction of the Department. Candidates must successfully clear prior to the start of their employment. All employment offers are contingent upon successful completion of a background investigation.

Structured Oral Interview | SOI (Weighted 100%) The Structured Oral Interview is a timed assessment. Applicants will provide answers to job-related questions, which will be rated by a panel of subject matter experts using standardized evaluation criteria.Only the most qualified candidates will move advance to the next step in the recruitment process or will be placed on the eligible list.
Eligible List Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Based on the County's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
