Correctional Officer II (240000FZ)Position Grade: 206GDepartment: City Justice CenterJob Type: Full-Time (Permanent)Examination Number: EX1084Location: Downtown - St. Louis, MOIncumbents in this position are responsible for supervising correctional officers and performing correctional officer duties at the St. Louis City Justice Center (CJC).Essential Functions and ResponsibilitiesPlans, organizes, assigns and directs work activities of subordinate staff to realize unit work goals and to ensure consistent application of policies, procedures and guidelines.Confers with and counsels subordinate staff to exchange information, explain work policies, procedures and guidelines; and identify work‑related problems, characteristics, impact and formulate possible solutions.Reviews and compares work performance of subordinate staff with established standards to determine production levels, training needs and recommend to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions.Trains subordinate staff in work principles, policies and procedures to maintain and improve production levels of employees in accordance with established work performance standards.Completes administrative reports and institution forms.Supervises shift activities and personnel in the Shift Supervisor's absence.Conducts searches of detainees, visitors, cells and other areas to discover contraband, safety concerns and damage.Supervises and observes detainee activities and movements to enforce institution rules and maintain order. Conducts detainee counts and roll calls.Operates manual and electronic security equipment.Participates in on‑going training.Completes activity logs, incident reports and other institution forms.Escorts detainees outside the perimeter of the facility and on work details; may transport detainees.Intervenes in disputes and altercations between detainees; intervenes between staff and detainees.Supervises sanitation, serving meals, laundry inventory, supplies and other housekeeping functions.Controls distribution of institutional clothes, personal hygiene items, medications, caustic/flammable substances, tools and equipment to detainees.May serve as safety officer.Knowledge, Skills, and AbilitiesData Utilization: Ability to perform basic level of data analysis including reviewing, classifying, categorizing, prioritizing and referencing data, statutes and guidelines; discretion in determining and referencing established standards.Human Interaction: Ability to provide first line supervision; persuade, convince and train subordinates and detainees; advise and interpret policies, procedures and standards.Equipment, Machinery, Tools and Materials Use: Ability to operate, maneuver and adjust equipment such as motor vehicle, restraint devices, nightstick, handgun, two‑way radio, computer terminal, locks/keys.Verbal Aptitude: Ability to utilize reference and descriptive data such as regulations, activity logs, incident reports, medication records, repair forms, visitor logs, performance evaluations, work schedules, personnel policies, procedures and manuals.Mathematical Aptitude: Ability to perform basic arithmetic.Functional Reasoning: Ability to apply principles of supervision, managing, leading, teaching, coordinating and controlling; exercise independent judgment for problem resolution.Situational Reasoning: Ability to exercise judgment, decisiveness and creativity in directing, controlling and planning program(s).Environmental Factors: Tasks may involve exposure to adverse conditions such as irate individuals, intimidation, violence, disease or pathogenic substances.Physical Requirements: Ability to lift up to fifty pounds, push/pull up to one hundred pounds, sustain force to restrain detainees; possess stoop, crouch, balance, climb, bend, twist, run.Sensory Requirements: Ability to recognize and identify differences in shapes, sounds, odors to detect contraband or irregularities.QualificationsThree years' experience as a Correctional Officer with a federal, state, or local facility; or an Associate's degree or completion of at least sixty college credit hours with coursework equivalent to an Associate's degree in Criminal Justice, Law Enforcement or a closely related field; plus one year of experience as a Correctional Officer with a federal, state, or local facility; or an equivalent combination of education, training or experience.PreferencesSkill in using word processing and/or database software applications, REJIS Certification and CPR training; or one year of experience working in basic security, law enforcement, or in a jail and/or correctional facility.Scoring Components and Their WeightsExperience and Training: 100%May be Subject to: Background Investigation Pass/Fail; Medical Examination Pass/Fail.Documentation of Academic Credentials must be Submitted Upon RequestVeterans PreferenceTo be eligible for veteran's preference points, the applicant must submit a copy of their DD‑214 Certificate of Release or Discharge from Active Duty with the Employment Application or upon request.City Residence Preference PointsCity residents who pass an examination for a position in the classified service and do not receive any other preference will receive five (5) point preference on a scale of 100 points on the exam.
