Description:
Help build and maintain the infrastructure that keeps Jefferson County moving!
As a Construction Project Manager , you'll lead R oad and B ridge construction, maintenance, and repair projects that support the county's transportation network. You'll manage projects from planning through completion, including reviewing plans and blueprints, developing schedules, preparing cost estimates, managing budgets, and ensuring projects are completed safely, on time, and within budget.
The ideal candidate has experience in civil engineering or civil construction and a proven ability to manage complex infrastructure projects. You'll bring expertise in blueprint interpretation, project management, budgeting, construction oversight, and long-term planning. Experience working with CDOT and alternative delivery methods is a plus.
Success in this role requires strong leadership, communication, and collaboration skills. You'll work closely with Transportation & Engineering staff, contractors, consultants, utility providers, and neighboring municipalities to deliver high-quality projects that serve the community.
This position also supports emergency response and winter operations and requires the ability to report to the assigned shop within one hour of notification.
SCHEDULE:
This full-time, standard positiontypically operates on a 4-day work week (Monday-Thursday, 6:00am-4:00pm) during April through (April through November). Monday-Friday (7:00am-3:00pm) is required from December to April. Occasionally the work requires a variable work schedule due to business needs. This position reports on-site to Road & Bridge Central Shop (21401 Golden Gate Rd, Golden, CO 80403).

COMPENSATION:
Hiring Range: $ 124,068 - $159,185.30 USD Annual
Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES:
- Plans, assigns, directs, and oversees projects and activities of the R oad and B ridge construction and concrete crews, including cooperative road improvement projects. Mines and processes aggregates. Ensures accuracy of construction and conformance to construction standards. Conducts hazard assessment and ensures that safety of project site is acceptable. Ensures mining operations are meeting federal standards.
- Manages infrastructure of construction projects by participating in project development and plan review. Develops project cost estimates and schedules. Coordinates activities of multiple resource providers. Acts as a construction liaison to client organizations. Determines project feasibility and constructability. Decides resource availability and scheduling.
- Develops specifications and manages the procurement of all project materials. Selects material to meet established technical specifications. Requests vendor price quotations.
- Prepares detailed project activity scheduling utilizing manpower , equipment, and materials based on needs and budgetary limitations for multiple projects in a cost efficient and timely manner. Establishes project timelines and coordinate requests for additional manpower or equipment with other department entities. Oversees staffing levels, equipment sizing, suitability, and material delivery.
- Monitors expenditures and prepare operational budgets. Develops specifications for purchase of equipment and vehicles. Supervises purchase of equipment, tools and materials. Determines the necessity of purchase and availability of unit budget.
- Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives . Submits personnel records and reports as required by the County. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.
- Responsible for assisting with the basic development and training of fellow employees.

QUALIFICATIONS:

Minimum Qualifications:
- High School Diploma or GED
- Three ( 3 ) years of directly related experience in road construction or public works;
- A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle within30-daysof hire or beginning to serve as an intern or volunteer.If from out of state, must obtain a Colorado Driver’s License within 30 days of hire.
Rel ated Spe cialized Training :
- May be required to obtain a Flagger Certification and Traffic Control Supervisor Certification.
- May be required to obtain a Hazardous Waste Site Safety Certification,
- May be required to obtain a Mine Safety and Health Administration (MSHA) Certifications.
- May be required to obtain Stormwater Management and Erosion Control Certification.
Preferred knowledge, skills and abilities :
- Five (5) or more years of progressively responsible leadership experience in public works, roadway maintenance, transportation operations, construction, or a related field.
- Proven project management and construction management experience.
- PMP or SCRUM certifications are preferable, but not required .
- Confidence reading blueprints, specs, and contracts, and navigating the full construction process.
- Knowledge of roadway maintenance, stormwater systems, pavement management, snow and ice operations, and construction practices.
- Experience managing operating and capital budgets, contracts, and capital improvement projects.
- Knowledge of federal, state, and local regulations related to public works operations and workplace safety.
- Experience building collaborative relationships with contractors, engineers, government agencies, and the public.
- Strong organizational, communication, and problem-solving skills with the ability to manage multiple priorities and respond effectively in emergency situations.
- Experience with Cartegraph / OpenGov
- Workday knowledge or experience.
- Experience with AutoCAD, Bluebeam, Lumion, Rhino, Adobe Creative Suite, Excel, Microsoft Office/ Micorsoft 365, and MS Project software.
