This is a managerial position accountable for the ongoing planning, implementation, and management of the Bureau of Homecare and Rehabilitative Standards (HCRS) within the Division of Regulation and Licensure. HCRS carries out licensure, certification, inspection, and investigation activities for several statewide healthcare regulatory programs, most notably Home Health Care and Hospice agencies. This position supervises both professional and program support staff. Work at this level requires the ability to perform long-term planning and develop related budgets; thorough knowledge of legislative scope, program related regulations, and compliance issues and requirements; the ability to build and maintain stakeholder relationships; and the ability to analyze issues at the legislative level.

Knowledge, skills & abilities:

Knowledge of the background, philosophy, mission, and objectives of the Bureau of HCRS, as well as the Home Health and Hospice communities. Knowledge of governmental budgeting and fiscal management. Ability to manage change, provide effective management, and achieve results. Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

  • Supervise assistant bureau administrator and other professional staff (surveyors/inspectors)
  • Supervise program support staff
  • Workload planning and implementation of human and other resources to meet identified goals
  • Manage growth and evolution of the Bureau to include rule revision, hiring, training, staff retention, etc.

Minimum Qualifications
  • Bachelor's degree and 5 or more years of relevant (applicable substitutions may be considered)
  • Home health, hospice or regulatory related experience preferred.
  • Excellent critical thinking, problem-solving, organizational & time management skills.
  • Excellent verbal and written communication skills
  • Effective leadership that promotes customer service
