Financial Administrative Specialist
The Veterans Benefits Administration is seeking a full-time Financial Administrative Specialist for the Support Services Division at the Muskogee, OK VBA Regional Office. This position supports accounting, financial reporting, payment auditing, internal controls, budget administration, payroll and travel support, and financial management operations for the Regional Office.

Key Responsibilities:
- Examine, certify, and audit vouchers submitted for payment to ensure compliance with applicable laws, regulations, policies, and procedures.
- Establish and maintain internal control systems, with emphasis on areas at high risk for fraud, waste, and abuse.
- Communicate by phone or correspondence with Veterans, fiduciaries, and other offices regarding inquiry results.
- Prepare fiscal, administrative, and statistical reports as required.
- Respond to inquiries from Congressional Offices, Regional Counsel, and the Office of Inspector General.
- Review audits, debts, reimbursements, and financial data for accuracy and consistency.
- Ensure recurring reports are completed accurately and on time.
- Provide technical guidance to Regional Office employees on complex benefit award adjustments, special payment issues, and accounts receivable actions.
- Use VA computer applications, Microsoft Excel, Word, and other electronic database applications.
- Perform accounting reviews and payment function checks to identify discrepancies and recommend corrective actions.
- Provide administrative support for personnel management, budget administration, procurement, and other financial activities.
- Serve as a subject matter expert for Financial Operations.
- Support financial integrity by ensuring appropriate separation of duties and proper financial controls.
- Develop procedures and coordinate financial activities across divisions, Regional Offices, service organizations, and other government agencies.
- Serve as a Certifying Official authorizing financial transactions, adjustments, and collections.
- Conduct detailed audits and financial analysis.
- Prepare clear, concise, and logical oral and written presentations.
Basic Qualifications:
- Must be a U.S. Citizen.
- Must be a current permanent employee of the Muskogee, OK VBA Regional Office, or a current/former VA employee who is CTAP eligible.
- Selective Service registration is required for males born after December 31, 1959.
- Must be subject to a background/security investigation.
- Must complete the online onboarding process and provide acceptable identification for employment eligibility verification.
- May be required to serve a one-year probationary period or two-year trial period.
- Must meet all qualification requirements by the closing date of the announcement.
GS-7 Qualifications:
- Must have one year of specialized experience equivalent to at least the GS-5 level.
- Specialized experience includes reviewing vouchers submitted for payment and researching financial data, reports, or resources.
- Applicants may also qualify with one full year of graduate-level education or superior academic achievement.
- Current Federal employees must meet time-in-grade requirements, including 52 weeks at the GS-5 level for this GS-7 position.
GS-9 Qualifications:
- Must have one year of specialized experience equivalent to at least the GS-7 level.
- Specialized experience includes using accounting and auditing policies, procedures, and principles to identify financial problems, discrepancies, overpayments, underpayments, or erroneous data.
- Experience should also include using computer applications to work with accounts payable and accounts receivable.
- Applicants may also qualify with a master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, or a related LL.B. or J.D.
- Applicants may qualify through a combination of specialized experience and qualifying education.
- Current Federal employees must meet time-in-grade requirements, including 52 weeks at the GS-7 level for this GS-9 position.
- A financial disclosure report is required for the GS-9 grade level.
