Code Enforcement Officer

The Code Enforcement Officer is responsible for the enforcement and compliance of Bella Vista Village protective covenants, policies, and procedures. The role will regularly conduct field inspections to identify violations and verify compliance, respond to complaints, and work with noncompliant properties/businesses to move into compliance. The Code Enforcement Officer serves as a resource and provides information to the public, property owners, residents, businesses, and other departments.

Responsibilities, Essential Duties, and Responsibilities

  • Responsible for understanding organization policies, procedures, and covenants to determine when a violation of a policy, procedure, and/or covenant has occurred.
  • Respond to citizen complaints and other agency/department reports regarding alleged violations of policies, procedures, and/or covenants.
  • Conduct field investigations and inspect properties for violations.
  • Operate inspection tools and equipment including a shovel, measuring tape, ruler, etc.
  • Draft letters detailing property violations, corrective notices, orders to comply, and any other required documentation required to address violations.
  • Ensure compliance with appropriate codes and ordinances by performing follow-up functions that lead to compliance including letters, inspections, calls, meetings, and discussions.
  • Write monthly activity reports and submit them to the Administrator and/or Attorney upon request.
  • Responsible for minor building maintenance including changing air filters, hanging small items, etc.
  • Responsible for assisting office personnel with accepting, entering, and issuing permits, contacting applicants, accepting payments, scanning and filing, sending permit emails, and recording Easement Release.
  • Transport all outgoing mail to the mailbox and post office.
  • Exhibit exemplary attendance and punctuality.
  • Comply with company policies and procedures.
  • Safely operate a company vehicle while traveling to property locations.
  • Responsible for ensuring preventative maintenance is completed on company vehicle.
  • Perform other duties as assigned.

Based on the essential duties listed above, this position is considered safety-sensitive and therefore all work must be performed following quality standards and established safety procedures.

Minimum Qualifications (Knowledges, Skills, and Abilities)

  • Knowledge of principles and procedures of basic record keeping.
  • Working knowledge of occupational hazards and standard safety practices.
  • Proficiency in utilizing Microsoft Office Suite, Adobe, iWorQ, Apple, and Android software and applications.
  • Ability to interpret and apply policy, procedure, and covenant requirements.
  • Ability to deal with unpleasant social situations, such as irate or disturbing individuals, in a professional manner.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • A High School diploma or equivalent GED is required.
  • Reliable transportation, a valid driver's license, and an insurable driving record are required.
  • Previous experience in construction, property management, real estate, or a related field is preferred.

Duties are typically performed in indoor and outdoor environments. The indoor work environment is usually a well-lit, environmentally controlled environment with a moderate level of noise. The outdoor environment may require the employee to be exposed to dry, wet, or humid weather conditions including temperatures above 100 degrees Fahrenheit and below 32 degrees Fahrenheit. This is a full-time position, Monday through Friday, 8:00 a.m. to 5:00 p.m. Work hours may vary depending on operational activities and required duties; evening and weekend work may occasionally be required. Travel is an essential function of the role.
