THE OPPORTUNITY
OC Public Works is seeking an operations-focused, analytically strong Business Services Analyst to support business-unit performance, data-informed decision-making, process improvement, and departmental modernization. The role partners with managers, staff, administrative teams, finance, procurement, and leadership to understand operations, diagnose barriers, analyze data, and support the implementation of practical improvements. The incumbent reviews finances, staffing levels, workload drivers, technology and software integration, service needs, compliance risks, and operational trends. Serving as a bridge between business operations, leadership, vendors, and support teams, the analyst helps define problems clearly, create actionable recommendations, and advance solutions that strengthen accountability, increase efficiency, and improve service delivery.
Duties may include, but are not limited to:
- Conducting operational assessments that examine staffing, workload, procedures, systems, finances, and compliance requirements
- Reviewing workload and resource needs using data, productivity trends, demand drivers, backlogs, and service expectations
- Producing business-unit evaluations, staffing studies, operational assessments, business cases, and management reports
- Examining workflows, data flows, approvals, and handoffs to pinpoint inefficiencies and improvement opportunities
- Developing dashboards, recurring reports, workload models, staffing models, and other decision-support tools
- Supporting financial understanding involving budgets, revenues, expenditures, reimbursements, cost recovery, and staffing costs
- Converting operational needs into technology requirements and assist with solution design, testing, documentation, training, and rollout
- Leading discussions with stakeholders, communicate findings, and monitor implementation progress and deliverables
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess three (3) years of experience in business analysis, operations, public administration, process improvement, financial analysis, data analytics, business intelligence, technical project coordination, or a closely related field. The role requires strong analytical skills, clear communication with technical and non-technical audiences, and the ability to support sustainable operational improvements. Hands-on experience with business technology tools is highly desirable, including reporting platforms, workflow automation tools, Microsoft 365, Power BI, Power Automate, Power Apps, SQL-based data sources, document platforms, enterprise systems, or comparable tools.
In addition to the minimum qualifications, the ideal candidates shall possess knowledge and experience in the following core competencies:
Business Operations & Organizational Analysis
- Ability to assess business-unit functions including staffing, workload, service levels, procedures, and operational risks
- Skill in identifying root causes of performance issues and recommending process, staffing, financial, or policy solutions
- Capacity to support resource planning, performance management, workload analysis, and service delivery improvements
- Experience in conducting assessments that integrate qualitative and quantitative data
- Ability to collaborate with managers, staff, vendors, and leadership to gather insights and shape recommendations
- Proficiency in developing practical, operationally aligned solutions that address organizational needs
KPI Development, Performance Management & Data Quality
- Ability to develop Key Performance Indicators (KPIs) and performance measures tied to workload, productivity, service levels, compliance, and outcomes
- Skill in distinguishing among metric types to ensure alignment with department goals
- Experience in building performance-tracking frameworks that support ongoing analysis
- Ability to evaluate data quality, availability, and consistency to strengthen reporting
- Proficiency in creating dashboards, scorecards, and reporting tools that enhance oversight
- Capacity to convert operational questions into measurable indicators that guide improvement
Financial & Budgetary Analysis
- Ability to analyze budgets, revenues, expenditures, contracts, fees, and staffing costs
- Skill in linking financial trends to impacts on service levels, backlog, compliance, and operational risk
- Experience in preparing staffing requests, workload studies, resource proposals, and financial summaries
- Capacity to navigate County budget processes, funding structures, and cost-tracking practices
- Ability to identify opportunities for cost recovery, operational efficiencies, or revenue improvement
- Skill in communicating financial insights to executive and non-financial stakeholders
Software Development & Technology Delivery Awareness
- Ability to translate operational needs into functional and technical requirements
- Experience in participating in requirements gathering, user stories, testing plans, UAT, and post-launch review
- Capacity to ensure technology solutions support business workflows and service objectives
- Skill in determining whether issues require configuration, automation, reporting, or process redesign
- Ability to communicate effectively with IT teams, vendors, cybersecurity, and technical partners
- Experience contributing to solution design discussions and supporting the delivery lifecycle
Process Improvement & Solution Delivery
- Ability to map current and future workflows and identify process gaps or inefficiencies
- Skill in applying continuous improvement methods to streamline work and improve consistency
- Experience assisting with implementation planning, documentation preparation, and deliverable tracking
- Capacity to support training, change management, and post-implementation evaluation
- Proficiency in preparing SOPs, process maps, decision logs, and other documentation
- Ability to develop recommendations that are practical, actionable, and sustainable
Technology Enablement
- Proficiency in using Microsoft 365, workflow automation tools, business intelligence platforms, and enterprise systems
- Ability to convert operational needs into dashboard, reporting, workflow, integration, or configuration requirements
- Skill in applying knowledge of data structures, automation logic, system configuration, or APIs to support technical solutions
- Capacity to evaluate data quality and system workflows to identify optimization opportunities
- Ability to coordinate with OCIT, cybersecurity, vendors, procurement, and business teams to support compliant, sustainable solutions

Education and Experience
A Bachelor’s degree in Accounting, Finance, Human Resources, Business, Computer Science, Information Systems, Software Engineering, Data Science, Business, Public Administration, or a related field may substitute for one (1) year of the required experience.
A Master’s degree in one of the qualifying fields above may substitute for two (2) years of the required experience.
RECRUITMENT PROCESS

Structured Oral Interview | SOI (Weighted 100%)
Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.
Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
