The Data Information Services Division (DIS) is seeking a highly motivated Programmer IV to develop and support advanced analytical systems and solutions that assist programs, attorneys, investigators, and analysts across the Office of the Attorney General. This position develops custom Python applications, data-processing solutions, and artificial intelligence-enabled tools that supports modeling of large data sets, including investigations in Medicaid fraud, financial crimes, consumer protection, environmental protection, and other complex agency initiatives.
Working as part of a multidisciplinary team of programmers, statisticians, geospatial specialists, database experts, and data analysts, this position initiates, leads and contributes technical expertise to projects that transform large and complex datasets into actionable intelligence. The successful candidate will develop programming code, software solutions, automate analytical workflows, leverage emerging AI technologies, and assist in creating tools that strengthen investigative and litigation outcomes as well as agency initiatives.
The work performed by this position directly supports attorneys and investigators responsible for protecting Texas consumers, combating healthcare fraud, investigating complex financial crimes, enforcing environmental laws, and pursuing other civil and criminal enforcement actions. This position programs solutions to accelerate investigations and agency initiatives, improve data-driven decision-making, and strengthen legal outcomes across the Office of the Attorney General.
ESSENTIAL POSITION FUNCTIONS
- Develops, maintains, and creates custom Python applications and analytical tools supporting agency initiatives including legal and investigative operations.
- Design and implement data-processing workflows capable of analyzing large-scale structured and unstructured datasets.
- Develop software solutions that support fraud detection, case research, investigative analysis, and litigation support activities.
- Assist in the development and integration of machine learning solutions, large language models (LLMs), artificial intelligence solutions, and other emerging technologies to improve investigative and analytical capabilities.
- Create data extraction, transformation, and automation processes to improve operational efficiency and analytical effectiveness.
- Collaborate with attorneys, investigators, data analysts, statisticians, geospatial specialists, and database professionals to define technical requirements and develop innovative solutions.
- Develop reusable code, libraries, and technical components that support multiple investigative and analytical initiatives.
- Serves as a technical expert in Medicaid database management. Consults with Analysts and legal staff on billing practices, methods and relevant fields including NPI codes, Procedure Codes, and Program Type Codes.
- Optimize data-processing solutions using modern Python frameworks and performance-oriented technologies, including GPU-accelerated processing where appropriate.
- Assist with troubleshooting, debugging, and enhancement of existing applications and analytical systems.
- Document software designs, technical processes, and application functionality.
- Stay informed regarding advancements in Python development, artificial intelligence, data science, and software engineering best practices.
- Performs related work as assigned

MINIMUM QUALIFICATIONS
- Education: Graduation from high school or equivalent
- Education: Bachelor's degree from an accredited college or university; experience in the following: data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics (or closely related) fields may be substituted for the required education on a year-for-year basis
- Experience: 3 years of full-time experience developing Python programming principles and software development methodologies
- Experience: 3 years of full-time experience working with Data structures, algorithms, and object-oriented programming concepts
- Knowledge of the principles, practices, and techniques of programming and systems analysis; computer operations procedures and systems; and computer programming languages.
- Knowledge of AI models and tools.
- Knowledge of modern Python data-processing frameworks, including Polars and Pandas
- Skill in problem solving, in critical thinking.
- Skill in in computer programming, the use of hardware and software, and in modifying or developing software for applications.
- Skill in the use of a computer and applicable software and applications, in conducting data searches, in evaluating and translating large amounts of data.
- Skill in handling multiple tasks, prioritizing, and meeting deadlines
- Skill in effective oral and written communication
- Skill in exercising sound judgment and effective decision making
- Skill in defining, developing, and implementing data and reporting standards.

- Ability to work more than 40 hours as needed and in compliance with the FLSA
- Ability to lift and relocate 30 lbs.

PREFERRED QUALIFICATIONS
- Experience working with Artificial intelligence and machine learning concepts, including Large Language Models.
- Experience working with modern Python data-processing frameworks, including Polars, Pandas, or similar technologies.
- Experience working in a programming or data analytics capacity for fraud detection, investigative, legal, healthcare, or financial environments.
- Experience working in programming or data analytics for state or federal government
