The Management Analyst III performs advanced analytical and administrative work to support organizational initiatives, operational effectiveness, and strategic decision-making. This position partners with department leadership and staff to lead process improvement efforts, analyze policies, ensure compliance, develop business requirements, and recommend best practices. The role also serves as a key contributor to the department's budget planning, monitoring, and submission while managing complex projects and providing data-driven recommendations that support organizational success. Work is performed under the general direction of the supervisor with a high degree of independent judgment and initiative.

This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.
Salary Range:
The salary range for this position is $35.70- $39.46 (approx. $74,258.65-$82,072.35 per year). Starting offer is based on applicable education beyond minimum, experience and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.

Essential Functions:
- Delivers essential internal and external customer support
- Manages the Chief Financial Officer's (CFO) calendar; coordinates leadership meetings; prepares agendas, records meeting minutes, and facilitates departmental communications; oversees the Finance Administration inbox; and coordinates departmental employee engagement activities.
- Coordinates departmental administrative functions, including recruitment, onboarding, performance management, timekeeping, document management, contract administration, invoice processing, compliance activities, and records retention.
- Develops, writes, and communicates business requirements for the implementation of business solutions, to include web editing, SharePoint updates, and departmental and organizational communications;
- Reviews performance metrics, assesses current practices and documents, records, and reports on findings and develops recommendations;
- Establishes and maintains liaison relationship with department customers to provide effective solutions;
- Assists with the preparation, monitoring, and analysis of departmental budgets, grants, and projects, including maintaining budget data for forecasting and trend analysis.
- Coordinates, schedules, and provides reporting for the Audit Committee meeting
- Occasionally serves as project lead or coordinator for projects with other departments and divisions;
- Monitors and supports annual compliance reports, as well as project-related reports and data supporting organizational initiatives;
- Research and write special reports as required;

Competency: Knowledge/ Skills/Abilities:
- Demonstrated competency in written communication.
- Ability to plan, organize, and manage time, exercise sound judgement, and prioritize complex responsibilities.
- Thorough knowledge of the principles, practices, and techniques of public or business administration.
- Knowledge of and ability to use computer applications to include spreadsheets, graphics, word processing, desktop publishing, core financial systems, and Microsoft Office platform.
- Demonstrates exceptional attention to detail.
- Thorough knowledge of department objectives, procedures, and organization.
- Ability to analyze data and develop reports. Knowledge of analysis procedures and techniques.
- Ability to communicate complex ideas effectively, both orally and in writing. Ability to devise detailed procedures and methodology.
- Ability to establish and maintain effective working relationships with officials, other employees, and the general public.
Required Education and Experience:
- Requires a bachelor’s degree from four-year college or university in information systems or related field.
- 5 - 8 years related experience and/or training in business management, public administration and/or business analysis , or equivalent combination of education and experience.
Preferred Qualifications/Certifications:
- Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.
Physical and Mental Requirements:
- Work is typically performed in an office setting with occasional extended periods of time at computer terminals.
- Occasional visits to off-site school and county locations are required.
- Requires working hours beyond set hours and days.
- Frequent telephonic and personal contact with Department Heads, Principals, internal and external organizations at County and State level, employees and the general public are required.
- Must be able to perform medium lifting of up to 25 pounds.
