Job Description

Position Overview: The Director of Project Management for Open Education Resources (OER) is responsible for leading the strategic planning, execution, and continuous improvement of all OER project management functions. This role oversees a team of project managers and ensures the successful delivery of high-quality instructional materials (HQIM) through effective project governance, stakeholder alignment, and operational excellence.

The Director establishes the vision, systems, and structures necessary to manage complex, large-scale OER initiatives, including vendor partnerships, fiscal and contract oversight, and cross-functional coordination. This role operates with a high degree of autonomy and partners closely with executive leadership to align OER project delivery with statewide priorities and agency goals.

The main responsibilities within this role focus on leading and managing a team of project managers responsible for end-to-end execution of OER initiatives and establishing systems for project planning, tracking, reporting, and continuous improvement. The Director ensures all OER projects are delivered on time, within scope, and within budget in parallel to driving alignment across internal teams, external stakeholders, and vendors.

This role is expected to advance a culture of accountability, clarity, and continuous improvement across the PM function. Additionally, this role supports the broader mission of ensuring Texas educators and students have access to high-quality, accessible, and standards-aligned instructional materials.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Strategic Project Management Portfolio Leadership: Leads the overall strategy and direction of the OER project portfolio, ensuring that all initiatives are aligned with the division¿s priorities and broader agency goals. This function is responsible for setting clear priorities across multiple workstreams, proactively identifying risks and dependencies, and ensuring that resources are allocated to maximize impact. The Director translates high-level vision into actionable project roadmaps, enabling the team to execute effectively while maintaining focus on long-term outcomes for instructional materials and statewide implementation.

2. Project Delivery Oversight and Execution: Provides oversight to ensure all OER projects are executed with consistency, quality, and accountability. This function establishes and enforces strong project management practices, including planning, milestone tracking, and performance monitoring, to ensure projects are delivered on time, within scope, and within budget. The Director actively monitors project health, addresses escalations, and supports project managers in navigating complexity, enabling reliable and high-quality delivery of instructional materials.

3. Systems, Operations, and Continuous Improvement: Designs, implements, and continuously refines the systems and operational structures that enable scalable and efficient project management across the OER division. This includes developing standardized tools, processes, and reporting mechanisms that improve transparency, consistency, and decision-making. The Director leads efforts to identify inefficiencies, streamline workflows, and embed a culture of continuous improvement, ensuring that project management capabilities evolve alongside the growing complexity of OER initiatives.

4. Stakeholder, Vendor, and Fiscal Management: Ensures effective coordination and alignment across a diverse set of internal and external stakeholders, including content teams, leadership teams, vendors, and partners. This function includes oversight of vendor relationships, contract performance, and budget management to support successful project execution. The Director plays a critical role in maintaining clear communication, managing expectations, and ensuring fiscal responsibility, while fostering strong partnerships that support the delivery of high-quality instructional materials.

5. Team Leadership and Talent Development: Builds, develops, and leads a high-performing team of project managers, ensuring they have the skills, clarity, and support needed to execute effectively. This function includes setting performance expectations, providing ongoing coaching and feedback, and fostering a culture of ownership and continuous growth. The Director is responsible for strengthening team capacity, developing project management expertise across the function, and cultivating an environment that prioritizes collaboration, accountability, and professional development.

Qualifications

Minimum Qualifications
  • Education: Graduation from an accredited four-year college or university
  • Degree field(s): Education, business, project management, or similar field
  • Experience: At least five (5) years of experience in education, business, project management, or a related field, with a passion for public education
  • Substitution: An advanced degree may substitute for two years of required experience

Other Qualifications
  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • Project Management Professional (PMP) certification preferred
  • Have experience in project management, communications, and/or strategy and implementation with internal teams, client and/or vendor-facing roles
  • Possess the ability to effectively organize and complete multiple projects simultaneously, communicate across internal teams effectively, meet deadlines, and prioritize tasks to deliver quality products
  • Hold core project management skills, including planning, coordination, progress monitoring, issue resolution, stakeholder management and change management
  • Demonstrate clear and efficient verbal and written communication skills with various audiences, including ability to design and deliver effective presentations and other public-facing documents
  • Ability to build relationships and communicate respectfully with vendors, internal stakeholders, and external stakeholders (teachers, Education Service Centers, LEA leaders, SBOE members)
  • A desire to self-reflect, give and receive feedback, and focus on continuous improvement
  • Have an agile mindset and the ability to complete additional project activities as assigned to meet team and office goals

New hires, rehires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees within the same classification. Offers are based on the candidate' s experience and qualifications and consider internal pay equity across employees performing similar work.

The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
