Deputy General Counsel Agency: 090 OFFICE OF MANAGEMENT AND ENTERPRISE SERVSupervisory Organization: LegalJob Type: Regular, Full timeJob Description: As a Deputy General Counsel with OMES you will enjoy:Generous leave including 15 days of vacation,15 days of sick leave and 11 paid holidays annually.A comprehensive Benefit Package with a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.Responsibilities:Advise state agencies on legal issues related to capital asset acquisition, management, and disposalDraft, review, and negotiate contracts, leases, deeds, easements, and memoranda of understandingEnsure compliance with state and federal laws governing public property and infrastructureRepresent the state in administrative proceedings and litigation involving capital assetsCollaborate with finance, procurement, and facilities teams to align legal strategy with asset lifecycle goalsProvide legal input on capital improvement plans, bond-funded projects, and public-private partnershipsDevelop and update legal policies and procedures related to asset managementConduct legal risk assessments and support audits and investigationsAssist in drafting rules, conducts public rules hearings, and prepares documentation for the administrative rulemaking processInterpret and advise on laws, regulations, legal opinions, and administrative policies involved in the operation of the agency and its interactions with industry, private or professional associations, state, federal, or local government, and the general publicPerforms related work as assignedSupports other OMES attorneys, as neededEducation and Experience: Requirements include:Graduation from an accredited law schoolLicensed to practice law in the state of OklahomaActive member of the State Bar of OklahomaFive (5) years legal experience as a licensed attorney preferredPhysical Demands and Work Environment: This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is typically mild. This position requires the ability to occasionally lift paper and office supplies.
