Deputy General Counsel

Job Description: As a Deputy General Counsel with OMES you will enjoy:

Responsibilities:

  • Advise state agencies on legal issues related to capital asset acquisition, management, and disposal
  • Draft, review, and negotiate contracts, leases, deeds, easements, and memoranda of understanding
  • Ensure compliance with state and federal laws governing public property and infrastructure
  • Represent the state in administrative proceedings and litigation involving capital assets
  • Collaborate with finance, procurement, and facilities teams to align legal strategy with asset lifecycle goals
  • Provide legal input on capital improvement plans, bond-funded projects, and public-private partnerships
  • Develop and update legal policies and procedures related to asset management
  • Conduct legal risk assessments and support audits and investigations
  • Assist in drafting rules, conducts public rules hearings, and prepares documentation for the administrative rulemaking process
  • Interpret and advise on laws, regulations, legal opinions, and administrative policies involved in the operation of the agency and its interactions with industry, private or professional associations, state, federal, or local government, and the general public
  • Performs related work as assigned
  • Supports other OMES attorneys, as needed

Education and Experience: Requirements include:

  • Graduation from an accredited law school
  • Licensed to practice law in the state of Oklahoma
  • Active member of the State Bar of Oklahoma
  • Five (5) years legal experience as a licensed attorney preferred

Physical Demands and Work Environment: This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is typically mild. This position requires the ability to occasionally lift paper and office supplies. Occasional travel may be required.
