The California Department of Industrial Relations (DIR) is seeking an experienced and innovative Training Officer (Supervisor I) to lead the Office of Administrative Services (OAS) Training Unit. This position oversees the planning, development, implementation, and evaluation of department-wide training programs that support employee development and organizational success.

The Training Officer supervises professional staff, manages the department's Learning Management System (LMS), develops training policies and procedures, coordinates training contracts, and partners with leaders across DIR to identify workforce development needs. As the Training Officer, you will provide leadership and strategic direction for the Department's employee training and development programs. Working under the direction of the Training and Support Services Branch Chief, you will supervise a team responsible for creating and delivering engaging training programs, maintaining employee learning records, evaluating training effectiveness, and ensuring compliance with departmental training requirements.

Primary Responsibilities

  • Supervise and mentor professional staff within the OAS Training Unit.
  • Plan, develop, implement, and evaluate department-wide training initiatives.
  • Manage the Department's Learning Management System (LMS) and employee training records.
  • Develop and maintain training policies, procedures, manuals, and instructional materials.
  • Coordinate and administer training-related contracts and vendor services.
  • Deliver instructor-led and virtual training sessions and presentations.
  • Collaborate with executives, managers, and stakeholders to assess organizational training needs.
  • Analyze training metrics and recommend process improvements.
  • Support workforce planning and employee development initiatives throughout the Department.

Minimum Qualifications

Applicants must meet one of the following:

  • Be reachable on the Supervisor I eligibility list;
  • Have transfer eligibility;
  • Be eligible for reinstatement; or
  • Successfully complete the Supervisor I examination to establish eligibility prior to appointment.

  • Project and program management
  • Public speaking and facilitating presentations
  • Policy and procedure development
  • Contract management and vendor coordination
  • Research, analysis, and problem-solving
  • Building collaborative relationships with diverse stakeholders
  • Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

Candidates should demonstrate excellent written and verbal communication skills, strong organizational abilities, sound judgment, and the ability to manage multiple priorities in a fast-paced environment.
