The primary purpose of this position is to deliver center-level human resources policy, planning, resourcing, and services that enhances the Center's ability to support the warfighter as the Director of AFLCMC/DP. Responsibilities Exercises supervisory personnel management responsibilities at least 25% of the time. Directs, coordinates, and oversees work through subordinate supervisors. Plans, organizes, and directs the Center-level activities for the Directorate, Personnel Division. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Serves as a confidential advisor to the Center Commander, Vice-Commander, and Executive Director for matters related to human resources. Works directly with manpower, military personnel, and civilian personnel offices at HQ Air Force Material Command (AFMC) and HQ USAF levels to develop and implement human resources policies across the Center. Represents the Personnel Directorate with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all levels of management and human resources personnel, including General Officers and Senior Executive Service members, located at Wright Patterson AFB, other AFMC Centers, HQ AFMC, and Air Force. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. With the director, selects or recommends candidates for subordinate positions, taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience includes planning, organizing, and directing Center-level human resources, civilian, military, and manpower functions through subordinate supervisors. Experience also includes advising senior leadership and coordinating with headquarters to develop and implement integrated human resources policies. Experience in applying management principles to analyze operations, restructure organizations, optimize resources, and execute supervisory duties such as mentoring staff and recommending candidates. Experience also includes communicating strategic positions and building effective working relationships with senior leaders, General Officers, and Senior Executive Service members across installations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of human resources functions, e.g., civilian personnel, military personnel, manpower, etc., to develop and implement integrated approaches and solutions to significant human resources concerns and issues. Knowledge of USAF, AFMC, and AFLCMC organizations, programs, missions, and functions to analyze and determine human resources plans, programs, and initiatives to support customers' current and future requirements. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of the directorate through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve overall AFLCMC goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
