1. A graduate level degree in any of the following concentrations; Archives Management, Library Science, Information Services, or Information Management from an accredited college or university.
2.Additionally, requires one (1) year of progressively responsible work experience equivalent to the next lower grade level which demonstrated experience with archive/library management or library automation service functions.
3. Must have working knowledge of electronic/digital archiving systems and microfilm management.
4. Must have demonstrated experience conducting Internet research and using various computer software applications.
5. Experience in cross-referencing and retrieval of reference material in hard copy and digital formats is required.
6. Must be able to communicated effectively orally and in writing.
PREFERRED QUALIFICATION:
Library, archive and research experience with a daily newspaper. Knowledge of the overseas U.S. military community.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":

- Directs overall archives operation for Stars and Stripes media organization.
- Performs professional archival work in appraising, accessing, arranging, describing, preserving and publishing records created by the news organization.
- Responsible for maintaining historical content of Stars and Stripes publications from World War II to the present. Identifies and directs the purchase of relevant reference materials.
- Evaluates effectiveness of the archive automated systems, determines requirements and conducts studies to improve systems operations.
- Supervises assigned staff, conducts employee appraisals, advocates training, and provides appropriate recognition and feedback for performance.
