    JOB SUMMARY

    The Buyer supports day-to-day purchasing operations so City departments can acquire goods and services efficiently and in line with policy. This position helps with solicitations, records, vendor support, and contract renewals, and provides reliable documentation and customer service across the purchasing process.

    ESSENTIAL FUNCTIONS

    The following list highlights the main responsibilities of this position. While it covers the core tasks, it may not include every duty that could be assigned. Employees may be asked to take on other responsibilities as needed to support the team and department.

    • Assist with developing and posting solicitation documents; coordinate bid openings; perform responsiveness checks; support vendor questions.
    • Review requisitions for completeness and policy compliance; route approvals; maintain purchasing and contract records.
    • Prepare and compile documentation for City Council agenda items related to awards and renewals.
    • Research cooperative purchasing options and interlocal agreements; assist with business account coordination and system updates.
    • Manage annual contract renewals by issuing extension letters or amendments and tracking expirations.
    • Oversee surplus property collection, auction listings/sales coordination, and related recordkeeping.
    • Provide administrative support for purchasing programs (e.g., P-card/T-card), including basic training logistics, card issuance, and routine compliance checks under guidance.
    • Coordinate with Budget/Accounting to determine funding for contracts and requisitions in the City’s ERP; distribute amendments, change orders, and payment requisitions; maintain insurance/bond documentation and project files.
    • Generate routine procurement reports (e.g., open solicitations, expiring contracts, spend summaries) and assist with data accuracy in ERP/contract systems.
    • Provide courteous and timely customer service to City departments, vendors, and the public.


    MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS

    MINIMUM REQUIREMENTS

    • Associate’s degree in Business Administration, Public Administration, Supply Chain, or a related field; OR an equivalent combination of education and progressively responsible experience in public procurement that demonstrates the ability to perform the essential functions of the role.
    • Texas CTCD or CTCM certification (or ability to obtain within two (2) years of hire).
    • Proficiency with Microsoft Office and familiarity with financial/ERP systems.
    • Valid driver’s license with acceptable driving record; Texas driver’s license within three (3) months if out-of-state.


    PREFERRED QUALIFICATIONS

    • Experience with municipal procurement processes, cooperative purchasing, and electronic contract management systems.

    • Knowledge of City purchasing policies, procedures, and public procurement regulations.
    • Skill in preparing and organizing accurate documentation and maintaining records.

    • Ability to work collaboratively, prioritize multiple tasks, meet deadlines, and maintain data quality.


    PHYSICAL DEMANDS

    Physical requirements include lifting up to 35 pounds rarely. Subject to constant vision; sitting, handling, fine dexterity, hearing, and talking frequently; standing, walking, reaching, and operating foot controls occasionally; kneeling, crouching, bending, twisting, and climbing rarely.

    WORK ENVIRONMENT

    Work is primarily performed in an office setting with occasional exposure to variable and/or extreme weather conditions.
