    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    The Houston Parks and Recreation Department is dedicated to building a sustainable community and enhancing the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a Senior Superintendent to join its Golf Operations team. The potential candidate will play a key role in the following duties:

    • Responsible for operation of the golf course maintenance agronomic program with a focus on hosting an annual PGA Tour Event.
    • Directs and manages Superintendents and Assistant Superintendents performing building and/or field maintenance and/or management and support services.
    • Directs and manages all aspects of golf course maintenance at Memorial Park Golf Course, ensuring that the golf course is maintained to the highest level of standards, following modern agronomical practices and regulatory guidelines.
    • This position ensures optimal playing conditions, protects City assets, and oversees the maintenance staff and operational resources necessary to maintain high-quality golf facilities.
    • Manages, hires, trains and evaluates the performance of personnel.
    • Initiates and monitors purchases for course equipment and supplies to ensure fiscal responsibility and operational efficiency.
    • Develops and implements operating policies and procedures.
    • Recommends and drafts policy changes, letters of agreement and contracts.
    • Works with contractors and department managers on joint projects and conflict resolutions.
    • Represents departments at meetings, external organizations and agencies.
    • Investigates and resolves complaints; evaluates efficiency and productivity of operations and services; develops plans to resolve problems and manage the completion of projects.
    • Plan, schedule and oversee course repair, construction, and special projects.
    WORKING CONDITIONS
    There are occasional minor discomforts from exposure to less than optimal temperature and air conditions. The position may involve routine exposure dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS
    Requires a Bachelor's degree in Recreation, Business Administration, Construction Management or a closely related field.

    EXPERIENCE REQUIREMENTS
    Six (6) years of progressively responsible professional and/or skilled experience closely related to the activities of the section are required.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    PREFERENCES

    **Eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    • Experience managing capital improvement projects (course renovations, clubhouse improvements, equipment upgrades)
    • Strong Supervisory experience managing large, diverse teams including maintenance crews and pro shop staff
    • Experience coordinating tournaments, leagues and special events
    • Turf Management Experience
    • Proficiency in golf management software, POS systems and financial reporting systems
    • Knowledge of irrigation system design, maintenance and water conservation practices
    • Applicants with a valid Texas Driver’s License are highly preferred
    • Knowledge of municipal procurement and public-sector operations

    SALARY INFORMATION
    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification. The salary range is:

    Salary Range - Pay Grade 27
