    About This Position

    Under general direction, this position supervises the daily operations and activities of personnel handling forensic evidence and seized property. Assures all employees are following standard operating procedures for the intake, processing, and storing of evidence submitted by law enforcement.

    Forensic Supervisor - Evidence Control

    Purpose:

    Under general direction, this position supervises the daily operations and activities of personnel handling forensic evidence and seized property. Assures all employees are following standard operating procedures for the intake, processing, and storing of evidence submitted by law enforcement.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Plans and oversees evidence warehouse management activities including appropriate storage of evidence or property; organization and cleanliness of storage areas; operation and maintenance of refrigerators, freezers, HVAC units and environmental chambers, physical building security, and automation equipment.
    • Conducts periodic inspections of facilities, equipment, and personnel.
    • Ensures division and facility is in compliance with all City, State, and Federal policies and procedures, industry best practices, and laws that govern evidence or property.
    • Schedules training of employees and investigates complaints made against subordinates.
    • Assigns and reviews individual lost and found property cases through record management system work queues to subordinates for investigation.
    • Monitors and ensures section operates within appropriated budget. Recommends Capital fund expenditures to ensure efficient operation of section. Coordinates with management to establish proper bid specifications and contracts. Coordinates routine purchases.
    • Documents and prepares deposit of appropriately authorized law enforcement seized funds into the City of Austin General Fund.
    • Instructs evidence handling classes for police cadets and police in-service officers.
    • Coordinates with Central Records on the expunction of property and records and complies with official court orders and records retention schedules.
    • Performs audits and oversees evidence inventory activities.
    • Required to respond to after-hours service requests, building security issues, facility operational needs, and other emergency events as needed.
    • Stays up-to-date on legislative changes, industry standards, and best practices and establishes and updates standard operating procedures.


    Responsibilities - Supervisor and/or Leadership Exercised:
    • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.


    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of City practices, policies, procedures, statutes, and ordinances.
    • Knowledge of fundamental evidence control techniques, procedures, and systems.
    • Knowledge of supervisory and managerial techniques and principles. Skill in oral and written communications.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in using computers and related software applications.
    • Skill in data analysis and problem solving.
    • Ability to work with frequent interruptions and changes in priorities. Ability to train others.
    • Ability to quickly recognize and analyze irregular events.
    • Ability to establish and maintain effective communication and working relationships with City employees and the public.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus two (2) years of experience ii in forensic evidence control and warehousing, including six (6) months of experience which were in a lead or supervisory capacity.
    • Experience may substitute for education up to two (2) years.


    Licenses and Certifications Required:
    • Must be able to obtain Texas Association of Property and Evidence Inventory Technicians Certification (TAPEIT) Certification within six (6) months of hire.
    • Must be able to obtain Forklift Operator Certification within six (6) months of hire.
    • Valid Texas Class C Driver License.

    $28.76 - $35.59 per hour

    CBI:
    Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.     Secondary Employment:
    All Forensics employees are prohibited from accepting or engaging in any secondary employment that might conflict or interfere with an employee’s duty and responsibility to the Department.
    Forensics must review all secondary employment.
    Employees are required to submit a Secondary Employment Application for review and approval upon being hired with APD, as well as current Forensics employees considering Secondary employment.

    Driving Requirement:

    This position requires a Valid Drivers License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation (DRE) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.
