    Position/Program Information

    TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

    The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild.     The Department of Public Works is seeking qualified candidates to fill emergency Senior Plumbervacancies related to this unprecedented natural disaster.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Senior Plumber.

    Essential Job Functions

    A Senior Plumber is responsible for a combination of the following job functions:
    • Assigns, supervises and inspects the work of a small crew of plumbers, apprentices and helpers in the installation, alteration and repair of plumbing systems.
    • Determines efficient work methods and types of materials to be used.
    • Lays out jobs and estimates labor and material requirements.
    • Orders and maintains stock of materials and supplies.
    • Ensures that code requirements, safety regulations and safe work practices are observed and assembles documentation for obtaining plumbing permits where required for certain classes of plumbing work.
    • Ensures that tools and equipment are properly maintained.
    • Maintains work records such as work requests and routine maintenance.
    • Performs the work of a journey plumber.
    • D rives automotive equipment to and from work sites, as needed.
    • Uses a computer to record and track assignments, as needed.
    • Plans, coordinates, and schedules onsite plumbing work activities with internal and external stakeholders in an effort to minimize impacts to critical functions and business processes, maximize efficient use of time and available resources, and ensure work is performed safely.
    • Acts as liaison between plumbing operations and customers in reviewing requested work, identifying work scope requirements and expectations, and providing regular lines of communication including providing work status and follow up, and addressing issues or complaints that may arise.
    • Assesses worksites to identify potential hazards, logistical challenges such as accessibility, and determine appropriate resource needs.
    • Collects, records, and inputs into asset management / service request / work order system, job specifics, resource usage, and work data, including labor time, equipment and material usage, and noteworthy information related to work activities, worksite conditions, changes in work scope, for the purpose of future analysis.
    • Monitors in progress work activities to determine if additional resources are needed such as materials, tools, and equipment, and appropriates and delivers such resources to the jobsite to minimize interruptions to ongoing processes.
    • Assesses and provides feedback regarding staff work performance to supervisor / manager.

    Requirements

    MINIMUM REQUIREMENTS:

    Six years of experience in plumbing installation, alteration and repair work, one year of which must have been at the journey level*.

    LICENSE:
    Los Angeles County and City Certificates of Registration as a Journey Plumber**.

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    A Certificate of Competence to test backflow prevention devices issued by the Los Angeles County Health Officer and a State of California Fire Extinguisher Test Certificate may be required**.

    You MUST meet the requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    PHYSICAL CLASS:
    Physical Class 3 - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

    SPECIAL REQUIREMENT INFORMATION:
    * Journey-level experience is defined as: Possessing the required knowledge, skills, and training to perform a full-range and diversity of work independently and reliably. Positions at this level operate with fairly significant freedom from day-to-day supervision and need little or no guidance on such matters as selecting appropriate problem-solving methods and techniques, locating appropriate regulations, or applying proper procedures to carry out work in plumbing installation, alteration and repair work .

    EXAM CONTENT:
    During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
