    About the Department

    The Finance Department is currently seeking to fill one (1) Analyst I/II vacancy in the Administration Division. If you are interested in this position, please apply.

    The mission of the Finance Department is to manage, protect, and report on City of San José financial resources to enhance the City’s financial condition for residents, businesses, and investors.

    The Finance Department has five core divisions:
    • Accounting
    • Administration
    • Debt & Treasury Management
    • Purchasing & Risk Management
    • Revenue Management

    The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City’s Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $27.4 million operating budget and 128 budgeted full-time equivalent (FTE) positions.

    Position Duties

    This position provides critical administrative, fiscal, budgetary, and technology procurement support for the Finance Department and requires extensive coordination with City departments and internal Finance divisions. In addition, this position serves as a key member of the Administration team by providing operational and administrative support to Finance Department staff and executive leadership.

    Key responsibilities include
    • Assist with department budget development, forecasting, monitoring, and analysis
    • Prepare financial reports, expenditure reviews, reconciliations, and memoranda
    • Coordinate and monitor contracts, requests for proposals (RFPs), and procurement activities
    • Process and review fiscal transactions, including accounts payable, encumbrances, accruals, liquidations, and adjustments
    • Oversee departmental accounts payable and accounts receivable functions
    • Monitor labor distribution, revenues, appropriations, and budget adjustments
    • Maintain and analyze financial systems and reporting data, including Hyperion and Citywide financial reports
    • Support annual budget preparation, year-end activities, and fiscal reconciliations
    • Manage Finance technology procurement activities, software licensing, and staff technology support
    • Coordinate large technology purchases, employee onboarding, and mobile device management
    • Administer financial system access, profiles, task assignments, and VIS code management
    • Provide fiscal guidance and support related to appropriations, contracts, invoices, and budget processes
    • Serve as liaison for technology-related issues and departmental software coordination
    • Present budget and financial updates to department leadership and management staff
    • Other Analyst duties, as needed.

    Minimum Qualifications

    Education and Experience

    Analyst I
    A Bachelor's Degree from an accredited college or university.

    Analyst II
    A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution
    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    Other Qualifications

    The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.

    Job Expertise - Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.

    Analytical Thinking - Approaching a problem or situation by using a logical, systematic, sequential approach.

    Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills and displays openness to other people's ideas and thoughts.

    Computer Skills - Experienced with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.

    Teamwork & Interpersonal Skills - Develops effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.

    Customer Service - Demonstrates the ability to anticipate customers' needs and deliver services effectively and efficiently using professional demeanor.

    Decision Making - Identifies and understands issues, problems, and opportunities; uses effective approaches for choosing a course of action or developing appropriate solutions.

    Fiscal Management - Understands the relationship of the budget and resources to the strategic plan; complies with administrative controls over funds, contracts, and procurements.

    Problem Solving - Approaches a situation or problem by defining the problem or issue; determines the significance of problem; collects information; uses logic and intuition to arrive at decisions or solutions to problems that achieve the desired outcome.

    Reliability- Completes quality work assignments in a timely and efficient manner; fulfills responsibilities and maintains confidentiality as appropriate.

    Social Awareness- Demonstrates the ability to read or sense other people’s emotions and how they influence the situation of interest or concern; demonstrates empathy and organizational awareness.
