    POSITION SUMMARY

    The Development Services Department's Building Services Division seeks a Chief Plumbing Inspector.

    The Chief Plumbing Inspector provides supervision to inspectors in the enforcement and interpretation of building codes and regulations related to the plumbing discipline, and directly supervises Plumbing Inspectors, Senior Plumbing Inspectors, and Plumbing Plans Examiners.

    This is a classified position covered by the Personnel Rules. This is a Management Category II Position which includes eight (8) additional Management Vacation Days and a Vehicle Allowance of $340/month.

    ESSENTIAL JOB FUNCTIONS

    Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.     • Manages the Plumbing Section of the Building Services Division
    • Makes Florida Building Code interpretations; Enforces and reviews plans and specifications for conformity with the Florida Building Code and local ordinances and determines whether plans, specifications and materials conform to legally established requirements relating to the installation of plumbing systems and equipment
    • Maintains acceptable turnaround time for plans being reviewed for permits
    • Supervises and assists in the planning, training, delegation and organizing work of the Plumbing Plans Examiners, Senior Plumbing Inspectors and Plumbing Inspectors; delegates and reviews work assignments
    • Provides technical supervision to Plumbing Plans Examiners, Senior Plumbing Inspectors and Plumbing Inspectors in the enforcement and interpretation of plumbing codes and regulations
    • Reviews and approves plans and specifications for compliance with product control standards
    • Recommends changes in legal provisions governing plumbing systems and equipment
    • Assists in the inspection and examination of plumbing installations during construction and upon completion to ensure workmanship standards
    • Ensures workmanship standards and proper material use for new construction; examines construction site for plumbing, safety and sanitation hazards
    • Assists in resolving customer issues related to permits, plumbing inspections, code enforcement, plan reviews and related issues
    • Meets with stakeholders on matters related to construction, plumbing inspection, code enforcement, plumbing materials and practices
    • Assists in the investigation of complaints regarding violations of plumbing and applicable ordinances and assists with the prosecution of violators
    • Authorizes condemnation of faulty and hazardous installations; issues stop work orders as necessary
    • Interviews candidates for employment and recommends in the interest of the City, that eligible applicants hired, and employees be transferred, promoted, reassigned, disciplined or terminated; participates in the administration of collective bargaining agreements and in the adjustment of grievances
    • Electronically prepares reports and maintains inspection records of work performed and properly enters inspection data, including documents and images using provided hardware and software systems and equipment
    • As needed, responds to after-hours emergency situations and evaluates life and safety hazards relating to public or private structures
    • Performs related work as required


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    MINIMUM JOB REQUIREMENTS High School Diploma or equivalent. Must be certified as required by the State of Florida, Building Code Administrators and Inspectors Board (BCAIB), as a Plumbing Plans Examiner and as a Plumbing Inspector, andMust have eight (8) years of combined experience as a Master Plumber, Plumbing Contractor, or Journeyman Plumber, five (5) years of which shall have been construction experience in the Plumbing discipline A minimum of one (1) year as a Plumbing Plans Examiner employed by a municipality or private company contracted with a municipality or School Board within the State of FloridaA minimum two (2) years as a Plumbing Inspector employed by a municipality or private company contracted with a municipality or School Board within the State of FloridaMust possess a current Certificate of Competency as a Master Plumber or Plumbing Contractor issued by at least one of the following entities:
    • Florida Construction Industry Licensing Board
    • Broward County Central Examining Board of Plumbers
    • Miami-Dade County Construction Trades qualifying Board, issued on or after January 1, 1968
    Possess or be able to obtain a State of Florida driver’s license within thirty (30) days of hireIf claiming Veteran's Preference, you must attach a copy of the DD214 Member 4 Form (or other supporting claim documents) to your online application.
    PREFERRED QUALIFICATIONS
    • Certified Floodplain Manager (CFM)
    • LEED Green Associate

    As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
    The position involves medium physical demands, such as exerting up to 30 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
