    Job Summary:

    The Human Resource Manager is responsible for providing strategic and tactical leadership and support in all aspects of human resources for a diverse public sector organization. This includes, but is not limited to, recruitment and retention, employee relations, performance management, employee training and development, leadership coaching, conflict resolution, HRIS, policy/process monitoring and development, compensation, wellness and benefits. In addition, this position develops and monitors departmental budgets and programs, supervises designated human resource personnel and assists City departments with organizational and personnel related initiatives.

    The salary range for this position is $100,339.62 - $145,492.46 annually, with a hiring range of $100,339.62 - $122,916.04, depending on qualifications and experience. This opportunity will be available to applicants until Friday June 19, 2026, 12:00 P.M. M.S.T.

    Essential Functions:
    • Provides proactive, strategic HR leadership to assigned client groups, building strong partnerships with supervisors and employees to address high-impact workforce and organizational issues.
    • Working with the Chief Human Resources Officer, leads the development and execution of a strategic talent acquisition and onboarding strategy, ensuring a high-quality candidate experience, process efficiency, and alignment with organizational workforce goals.
    • Designs, supports, and evaluates programs for employee training, leadership development, and organizational capability building.
    • Provides leadership and expertise in total rewards, including compensation, benefits, wellness, and reward program design. Consults with departments on pay practices, benefits utilization, and workforce cost optimization.
    • Oversees interactive ADA processes and employee relations, offering guidance to supervisors and employees on conflict resolution, performance management, coaching, policy application, and employment best practices.
    • Ensures compliance with all applicable local, state, and federal employment laws and regulations relevant to Colorado municipal operations. Serves as a subject matter resource on legal and policy requirements.
    • Conducts complex and sensitive workplace investigations, analyzes HR-related challenges, and provides well-reasoned recommendations grounded in policy, law, and organizational values.
    • Responsible for communicating summary information and recommendations on various HR related topics, both verbally and in writing, to all levels of the organization including employees, supervisors, executive management and/or City Council.
    • Communicates HR-related information and recommendations in a clear, professional manner to employees, supervisors, and as needed, to the executive leadership and City Council.
    • Builds and maintains strong relationships with external partners including vendors, consultants, candidates, service providers, and members of the public.
    • Assists the Chief Human Resources Officer with development and monitoring of operational budgets, program budgets, and financial plans for HR initiatives.
    • Utilizes HRIS data, metrics, and analytics to inform decision-making, identify trends, and support workforce planning and continuous improvement
    • Analyzes HR programs, benefits, and related workforce costs to identify success indicators, efficiency opportunities, and cost-saving strategies.
    • Contributes to the development of departmental short- and long-term goals, strategic initiatives, and organizational development strategies.
    • Supervises and mentors designated HR staff, fostering an inclusive, high-performance, and service-oriented HR team environment.

    Other Job Functions:
    • Serve as the acting Chief Human Resource Officer (Department Director) during their absence, providing leadership, guidance, and decision-making authority to ensure continuity of operations and effective management of departmental activities.
    • Performs other duties as assigned.

    Job Level and Management Expectations:
    • Oversees a division within a department and responsible for recommending, monitoring and managing the division budget and goals to align with senior leadership objectives.
    • Provides leadership of division and typically at least 2nd level supervision to professional, technical, and skilled employees to assure accountability to department and organizational goals and objectives.
    • Functions as advisor to and typically reports directly to a department director or deputy/assistant director, sets goals and objectives for team members to achieve operational results.
    • Provides guidance, analyzes, and resolves department issues and ensures effective communication across all levels of supervision.
    • Interprets policies and exercises independent judgment and decision making within department.
    • Makes personnel decisions related to hiring, performance, or disciplinary actions.
    • Champions and embodies the company's mission, vision, values, and culture.

    Qualifications:

    Education:
    • Required: 4 Year/Bachelors Degree in Human Resources Management, Business or related field.

    An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.

    Experience:
    • Required: 5 years progressively responsible human resources experience with in-depth knowledge of human resources principles and practices.
    • Required: 2 years supervisory experience.
    • Required: 3 years' experience in employee and/or labor relations.
    • Preferred: Extensive experience in employee relations, recruitment strategy, and policy and program development highly desired.

    Knowledge, Skills, and Abilities:
    • In-depth knowledge of the theories and practices associated with the field of human resources.
    • Ability to analyze, evaluate and make sound decisions or recommendations.
    • Strong detail, analytical and statistical orientation.
    • Ability to communicate clearly and concisely, both orally and in writing, including making public presentations.
    • Ability to write comprehensive reports on complex issues.
    • Ability to direct, guide and develop staff.
    • Thorough knowledge of applicable federal and state laws regarding employment issues.
    • Strong customer service ethic, sound judgment and interpersonal skills.
    • Ability to work effectively as a member of the Human Resources Department along with ability to work independently with very little direction.
    • Ability to demonstrate a high degree of ethics, integrity and discretion.

    Physical Demands and Working Conditions:
    • Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

    Working Environment:
    • Frequent: Exposure to routine office noise and equipment.
    • Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
