    Job Summary:

    The Senior Development Coordinator Specialist is a liaison to internal and external stakeholders, including City staff, developers, contractors, consultants, and citizens. Serves as the primary technical reviewer and coordinates power related development projects through various stages of planning, review, design, and construction, including preliminary electric distribution layouts and coordination with other utility substructures. Provides courteous, accurate, and effective communication including information regarding the development review process, project requirements and project status.

    The salary range for this position is $95,505.28 - $128,932.13 per hour with a hiring range of $95,505.28 - $112,218.70, depending on qualifications and experience. This opportunity will be available to applicants until Friday June 12, 2026, at 12:00 P.M. M.S.T.

    Essential Functions:
    • Communicates review comments and conditions of development according to the Requirements for Electric Service (RFES), adopted codes, city policies, and standards for development review, conceptual review and building permit projects to developers, contractors, consultants, and internal staff. Coordinates, contributes to, and maintains updates to the Requirements for Electric Service (RFES) on a periodic basis and as needed to address necessary changes to support safe and consistent additions to the City of Loveland Utilities electric distribution system. Responsible for all aspects of the RFES exemption request process, from request intake, applicant communication, coordination with internal exemption committee, and customer response.
    • Reviews survey plats and easements for proposed residential, commercial, and industrial developments with regards to the City’s electric distribution system. Provides preliminary project consultation with customers, contractors, developers and engineering consultants regarding potential project needs, costs and requirements based on departmental guidelines. Collaborates with State, County and Local agencies to evaluate the impact that their projects may have on the electric system.
    • Coordinates and monitors easement documents, communicates associated fees, and routes documents for recording. Manages collaboration and negotiation between property owner and City attorney's office on customized grant of easement language for unique development situations when necessary.
    • Tracks all property annexations into the city and serves as department representative regarding electric service territorial issues following a City annexation or upon customer request, including coordinating notification of service transfers within the City’s electric service territory with Xcel and Poudre Valley REA, and transfer logistics with internal staff. Maintains historical takeover archives.
    • Maintains communication with staff in all sections of the city’s development review system, working to improve communications, resolve procedural issues, improve policies and facilitate a customer-oriented culture across department lines.
    • Performs daily check-ins for all building permits and planning & zoning development projects, coordinating any issues with customers and internal staff as well as scheduling reviews as needed.
    • Manages schedules and deliverables to ensure that project timelines are met. Identifies and coordinates with Materials Management and Electric Distribution Project Engineering teams for material capacity needs related to upcoming projects.
    • Coordinates flow of information through each stage of the project life cycle including electric distribution pre-design collaboration and initial electric circuit layout, planning, review, design, and construction with developers, contractors, consultants, and internal staff to ensure project goals are met. Creates work orders in the department's work order management software to track project status, log customer interactions, and enable pre-assigned tasks and processes. Also responsible for maintaining a working agenda for all project review items to be discussed at the weekly Power Development Meeting.
    • Manages and maintains all forms and project documentation.
    • Develops, tracks, analyzes, and reports metrics that provide quantitative parameters for assessment of development review processes and performance.
    • Coordinates proposed capital electric utility improvements with other City departments.
    • Works with developers, contractors, and consultants to ensure design and construction of upcoming projects is understood and well-planned, and negotiates development agreements with conditions of project approval.
    • Administers Power Development email.
    • Serves as representative of the Power Division at the City’s Concept Review Team, Development Review Team, Developer meetings, Planning Commission meetings, and other development related meetings. May coordinate and lead City's Development Review Team meetings.
    • Acts as a mentor and provides training to Development Coordinator Specialists and Electric Distribution Project staff as required.

    Other Job Functions:
    • Responds to requests, complaints, and questions from citizens, City staff, and development community.
    • Contributes to Power Division committees and work groups.
    • Monitors, coordinates, and provides training and information for Water and Power staff to ensure consistency in development/permit process and systems.
    • Coordinates major equipment and materials needs with developers, Materials Management personnel, Distribution Design personnel, and Engineering personnel.
    • Collects and processes all required Distribution Design Deposits for development projects.
    • Interacts with public citizens, customers, and other City Departments.
    • Performs other duties as assigned.

    Job Level and Management Expectations:
    • There are no supervisor/manager responsibilities for this role.

    Qualifications:

    Education:
    • Required: 4 Year/Bachelors Degree in Business, Construction Management, Communications, Engineering or related field from an accredited college or university.

    Experience:
    • Required: 3 years of experience in customer service, technical customer support, or construction related administrative experience. Must be in addition to any experience used to satisfy the education requirement.
    • Required: Proficiency with MS Word and Excel.
    • Required: 2 years' experience in the development review process.
    • Preferred: Experience with Bluebeam (or Adobe Pro) and ArcGIS highly desired. Experience in a high volume, extensive public contact office.

    An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.

    Certifications:
    • Must possess a valid driver’s license.
    • Certified Associate in Project Management (CAPM) preferred.

    Knowledge, Skills, and Abilities:
    • Ability to read, analyze, and interpret common scientific and technical data, construction drawings, site plans, plat maps, easement exhibits, as well as financial reports and legal descriptions or documents.
    • Proficient with technology, including MS Office suite. Must have working knowledge of AutoCAD, Bluebeam, and GIS.
    • Exercise sound, independent judgment and decision making and seek additional input from decision makers when necessary.
    • Skilled in analyzing problems, identifying alternative solutions, potential outcomes of proposed actions, and necessary steps to achieve desired goals.
    • Manage multiple projects, timelines, priorities, and maintain communications on project status to involved parties.
    • Knowledge of standard construction development processes and mathematical competency.
    • Communicate effectively including verbal and written with a variety of audiences. Understand and carry out instructions.
    • Articulate provisions of City of Loveland codes, standards, and guidelines with tact, and impartiality.
    • Establish and maintain effective, positive, and harmonious working relationships.
    • Strong leadership skills including verbal and written communication skills, negotiation and conflict management skills. Handle difficult situations with patience and good judgment including times when under tight deadlines.
    • Knowledge of overhead and underground electric distribution system construction methodology and practices and standards, streetlight design standards, and applicable electrical theory.
    • Working knowledge of National Electric Code and National Electric Safety Code; city, county and state codes and standards; and trade organization standards.

    Physical Demands and Working Conditions:
    • Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

    Working Environment:
    • Frequent: Exposure to routine office noise and equipment
    • Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
    • Occasional: Exposure to heat and noise along with working outside in the elements.
