DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Houston Parks and Recreation Department - Planning Division seeks a highly motivated individual to provide staff support to the City of Houston citizens, developers, engineers, land planners and engineers navigating the City’s development process. Keep up to date with the timeline of construction and renovation projects coordinating with General Services Development for expenditures from the Open Space Ordinance Funds.
- Coordinate with Planning and Development for review of subdivision plats regarding the Open Space Ordinance.
- Assist with Master Plan and p rovides technical assistance and professional support in the administration of specific planning programs, regulations, or ordinances.
- Research and compiles information on a variety of planning issues from multiple sources.
- Prepares maps and other graphical representations of data of varying complexity.
- Writes, or assists in writing, a variety of basic planning documents and reports.
- Works closely with the public on basic planning programs, requirements, or ordinances Review of subdivision plats regarding the Open Space Ordinance.
- Manage various request for Rights of Entry, Chapter 26, Temporary Art Permits, TPIA, Inventory, Surveys, AskParks, etc. Collect data/information from all relevant sources, including field/site visits for amenity inventory management.
- Interacts directly with developers, engineers, surveyors, architects’ officials in other City of Houston departments. Special projects as needed.
- Works in a team environment.
WORKING CONDITIONS The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
MINIMUM REQUIREMENTS KNOWLEDGE REQUIREMENTS Requires knowledge of planning principles and practices; including pertinent specialties, as applicable. Knowledge of this level is typically obtained through experience and a Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
EXPERIENCE REQUIREMENTS Two years of planning experience required. A Master’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy or closely related field may be substituted for two years of experience.
MINIMUM LICENSE REQUIREMENTS Not Applicable
PREFERENCES- Preference shall be given to applicants who demonstrate strong interest in and be comfortable interpreting and applying regulations.
- Strong analytical and communication skills, proficient in reading plans and surveys, experience working with the public/clients/team to resolve problems, and ability to juggle multiple priorities is highly preferred.
- Valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).
- Preference will be given to applicants with a Master Degree or experience in urban planning, statistical analysis, and park master plan preparation.
- Experience and/or knowledge in the principles and practice in Real Estate.
- ACIP (American Institute of Certified Planners) or ASLA (American Society of Landscape Architects) preferred.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
