    POSITION OVERVIEW

    PURPOSE OF DIVISION
    The Landside Operations Division ensures safe, efficient, and customer-focused operations throughout all areas of the airport, including terminal curbs, ground transportation zones, parking facilities, passenger flow areas, taxi queues, commercial vehicle oversight, and public-facing spaces. The division supports airport safety, regulatory compliance, exceptional customer service delivery, and operational coordination with internal and external stakeholders.

    PURPOSE OF POSITION
    The Division Manager of Landside Operations provides leadership, direction, and strategic oversight of daily landside functions at William P. Hobby Airport (HOU). This position ensures safe, efficient, and customer-focused operations, manages supervisory staff, enforces compliance standards, oversees commercial ground transportation activities, and partners with internal/external stakeholders to maintain operational continuity and excellence.

    The Division Manager job duties include but are not limited to:
    • • Lead and oversee landside operations personnel, including supervisors and frontline staff, to ensure safe, efficient, and customer-focused airport operations.
      • Direct curbside activities, passenger flow management, and ground transportation operations to maintain operational continuity and service standards.
      • Ensure compliance with Houston Airport System (HAS) policies, contractual obligations, and applicable local, state, and federal regulations.
      • Monitor daily operational conditions and coordinate timely responses to incidents, disruptions, emergencies, and customer service concerns.
      • Collaborate with Airport Operations, Public Safety, Maintenance, airlines, and transportation stakeholders to support seamless airport operations.
      • Analyze operational performance metrics, prepare reports, and provide recommendations to support leadership decision-making and process improvements.
      • Support the planning, implementation, and execution of landside operational projects, programs, and strategic initiatives.
      • Develop and manage staffing plans, scheduling, employee training, coaching, and performance evaluations to optimize workforce effectiveness.
      • Represent the division during meetings, audits, inspections, and regulatory reviews with internal and external stakeholders.
    • WORKING CONDITIONS
    • The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.


    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

    EXPERIENCE REQUIREMENTS

    Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    PREFERENCES

    • Experience managing airport landside/ground transportation operations
    • Strong leadership experience in high-volume customer service environments
    • Knowledge of airport safety, regulatory guidelines, and operational policy enforcement
    • Proficiency with data analysis, reporting, and operational technology platforms
    • Ability to work in a dynamic environment with shifting priorities
