Human Resources Analyst III (HRA III) in our
Recruitment Division who will oversee a team of analysts and support staff involved in the recruitment, examination, and selection of applicants for employment through a merit-based process and in conducting classification, compensation, and organizational studies to maintain the County's position classification system. Additionally, HRA IIIs assist the Employment D ivision Chief by providing day to day direction to division staff and performing the most difficult, non-routine work assigned to the division.
Duties include but are not limited to:
- Assists in the selection, training, supervision, and development of subordinate staff and providing direction and support in the planning, coordinating, and review of subordinate staff's work assignments.
- Provides relief to Division Chief by supervising day to day functions of the division; performs the most complex work assigned the division.
- Responds to questions related to difficult technical issues, providing guidance and direction to staff.
- Interprets human resources policies and procedures and responds to requests for information from employees, management, outside agencies and the public.
- Assists in the preparation of the division budget and makes recommendations for monitoring and control techniques.
- Conducts special studies and research projects on department or division issues and assists in formulating policies and procedures based on findings.

CONDITIONS OF EMPLOYMENT
Travel/Driver's License: Travel throughout the county may be required. Employees may be required to make provision for transportation. A valid California Class C driver license and proof of automobile liability insurance must be maintained for the individual providing the transportation.
Background : Candidates selected for this position must pass a background investigation and medical examination including drug screening.

Minimum RequirementsExperience: Two (2) years of journey-level professional experience
equivalent to a Human Resources Analyst I or higher gained within a human resources department , which must have included primary responsibility for conducting comprehensive job analysis in the following areas: recruitment, selection, test development, test validation, and item analysis; or, conducting classification studies, which included classification of positions, compensation and market analysis to establish appropriate and equitable salaries, establishing new career ladders; conducting organizational studies, and implementing reorganizations to meet business/operational needs.
-AND-Education: A Bachelor's degree in Business or Public Administration, Behavioral Science, Human Resources Management, Organizational Psychology, or a closely related field.
Desired QualificationsThe ideal candidate will have substantial professional level human resources experience in the areas of recruitment and selection within a public agency and/or merit system environment. In addition, the ideal candidate will be a problem solver with a strong customer service focus and exceptional verbal and written communication skills; will have excellent planning and organizing skills with the ability to handle and prioritize multiple assignments and/or projects; and will be able to work effectively with others, both internally and externally, at various levels in the organization.
