Job Description:Job Profile NameProgram Manager, Austin Energy Craft and Field Staff Development Purpose: This position is responsible for managing training programs related to technical skills and assessment and safety and quality assurance for Austin Energy’s (AE) Electric Service Delivery and Power Systems Craft and Field personnel.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Manages the development, administration, and maintenance of comprehensive training programs for the Electric Service Delivery Power Systems Craft and Field training program. Evaluates programs for effectiveness.
- Develops and implements technical, craft and field safety training for distribution, transmission, substation, and network personnel.
- Monitors safety and quality assurance to evaluate effectiveness and make improvements to craft and field training.
- Develops and ensures compliance with craft and field training guidelines, maintains training certification and recertification program and records.
- Coordinates with AE Safety personnel to maintain compliance with current safety standards and regulations.
- Develops and delivers presentations and training related to power system safety to craft and field personnel and management as necessary.
- Develops strategic training, and promotes safety goals and objectives for craft and field personnel.
- Reports on craft and field training, safety and quality assurance program effectiveness.
- Develops and monitors training budget for craft and field personnel.

- Knowledge of NEC, NESC, OSHA and Texas Health and Safety codes as they apply to safe work practices for electrical line work.

Minimum Qualifications:- Graduation from an accredited high school or equivalent, plus eight (8) years' experience in a field related to the job, two (2) years of which were at lead/supervisory capacity.
- Education may substitute for experience up to two (2) years.
Licenses and Certifications Required:Valid Texas Class C Driver License.
Preferred Qualifications:- Experience leading safety initiatives and programs in an electric utility environment.
- Experience managing or leading apprenticeship programs and/or technical training initiatives utilizing Adult Learning Principles.
- Experience presenting complex technical information to various stakeholders and non-technical audiences.
- Ability to quickly and adequately respond to internal and external requests and system events.
- Experience preparing, monitoring, and managing Operations and Maintenance (O&M) and Capitol Improvement Project (CIP) budgets for contracts, technology, personnel, equipment, and material support contracts.
- Experience providing strategic leadership to develop and implement comprehensive programs, processes, and strategies that improve utility grid resiliency.
- Experience partnering with multiple managers/supervisors and field support work units within the electrical utility industry.
- Knowledge of and experience with quality management programs.
- Ability to travel to multiple sites as part of the regular job duties.
Notes to Candidate:This position resides within the Electric System Field Operations (ESFO) Distribution Field Services group. This position will report directly to the Director of Distribution Field Services and manage operations for our AE Craft & Field Staff Development team. Duties will include financial and operational planning, analytics, scheduling, managing training demands, strategic partnerships, and ensuring compliance for Austin Energy's Department of Labor Certified Apprenticeship Programs and U.S. Veteran's Program.

Work Schedule:- This position is categorized as Essential Personnel with the City of Austin. Essential staff are required to work during emergencies or bad weather if they are scheduled to work and, in some cases, when they are not scheduled. Essential employees ensure the continuance of key operations for the City of Austin.
- Work hours may include after hours, holidays, and weekends.
- Shifts may change according to departmental needs.
- Employee may be required to work additional hours outside of regular work schedule.
